Project Overview:
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) safely destroyed 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. The PCAPP project has entered the demolition phase of the closure process.
Job Summary:
You will perform inspections, compile reports, perform shipping functions and develop, revise, and maintain plans and procedures. Your expertise and recommendations will support the safety culture by enforcing a safe work environment according to procedures. In this role, you will oversee technicians, and participate in technician training. #LI-EH1
Major Responsibilities:
Develop, revise, and maintain plans and procedures including the Hazardous Waste Management and Hazardous Material Environmental Reporting Plan and the Waste Shipment Documentation ProcedurePerform subcontract technical representative functions for waste disposal, recycling, and transportation contractorsPerform waste stream characterizations and designations and assist in the creation of waste profilesReview material requests for waste disposal considerationsPerform and assist in operational self-assessmentsAssist in the compilation of reports including Emergency Planning and Community Right-to-Know Act / Superfund Amendment and Reauthorization Act and Resource Conservation and Recovery Act reportsPerform inspections of waste management areas and activitiesCoordinate waste and material sampling activitiesPerform Waste Shipper functions when needed. Functions include preparing and signing shipping documentation, coordinating transport activities, and coordinating waste management activities with off-site disposal facilitiesPerforms a variety of staff support functions in support of the Operation groupsSupport the PCAPP safety culture by working safely, in accordance with procedures, and by enforcing a safe work environmentReview waste data, lab packs, and pending profiles generated daily by operations waste management and laboratorySubmit waste profiles into subcontractor's system for approvalEstablish Satellite Accumulation Areas (SAA) or 90-days per plant requestPerform daily or weekly RCRA inspections in accordance waste being storedPerform other duties as requested by PCAPP management Oversees assigned personnel in the completion of technician activities Participates in the planning, training, and development of technicians Develops, revises, and maintains plans and procedures including the Hazardous Waste Management and Hazardous Material Environmental Reporting Plan and the Waste Shipment Documentation Procedure Performs subcontract technical representative functions when required
Education and Experience Requirements:
Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience
Required Knowledge and Skills:
Familiarity with Resource Conservation and Recovery Act and Department of Transportation requirements, including inspection and labeling requirements Ability to successfully pass pre-employment and ongoing drug and alcohol testing Ability to successfully pass pre-employment physical and able to work safely at an operating waste treatment facility Ability to successfully complete required training classes including Hazardous Waste Operations and Emergency Response training Experience working with the Hazardous Materials Management System or similar material tracking system

This PCAPP position falls under the scope of the McNamara-O'Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.
