About this role
[What the role is] You will be part of a dynamic team responsible for leading the strategy, planning and coordination of enterprise-focused programmes and initiatives that enhance workforce capabilities, advance skills development and support workforce transformation within the Enterprise Group (EG).
As a Senior Manager (Planning), you will independently manage complex and cross-cutting planning and policy matters, undertake analysis to support decision-making, and work closely with stakeholders across SWDA, Ministry of Manpower (MOM) and other agencies to advance EG’s priorities and outcomes. [What you will be working on] This includes:
• Leading and ensuring the alignment of EG’s enterprise-focused programmes and initiatives with SWDA’s strategic objectives and broader workforce transformation priorities
• Analyse industry trends, workforce data and programme performance to identify emerging issues and develop evidence-based recommendations.
• Provides central oversight in the setting and review of EG’s priorities, targets and KPIs, identify performance gaps and recommend follow-up actions.
• Serves as EG’s desk head to coordinate and synthesise inputs across SWDA, MOM and other agencies on cross-cutting policy matters, including parliamentary questions and policy reviews.
• Plan and coordinate EG’s annual corporate planning cycle, and consolidate inputs across divisions to ensure alignment with SWDA’s strategic objectives.
Required Skills and Competencies:
• Planning and Implementation: Plans, coordinates and develops enterprise-focus initiatives in line with SWDA’s strategic priorities
• Policy and Programme Analysis: Analyses policy issues, engage with stakeholders to gather inputs, assess current gaps and provide recommendations.
• Stakeholder Collaboration: Works effectively with internal stakeholders (e.g. SWDA’s policy and industry divisions) and external stakeholders (e.g. Ministry of Manpower) on matters aligned to EG’s priorities
• Strong analysis and Critical Thinking: Analyses complex information, evaluates options systematically and makes sound decisions based on data and logical reasoning
• Data Analysis and Interpretation: Evaluates programme performance using key performance metrics and uses data for decision-making. Interprets trends and patterns to develop insights and action plans.
• Strong writing and communication skills: Able to actively participate in discussions with stakeholders and translate perspectives into sound recommendations (in both writing and presentations) for management’s consideration.
[What we are looking for] Relevant experience in strategic planning, policy, programme management, corporate planning or related areas.
Knowledge/ Skills
• Strong stakeholder management and project management skills, with the ability to manage multiple priorities and timelines.
• Strong written communication skills, with the ability to develop clear, succinct and sound recommendations on policy matters.
• Good understanding of labour market, workforce transformation trends, including the impact of technology and automation.
• Awareness of government initiatives relating to manpower, workforce development and human capital would be advantageous.
