Job summary
The Hinchingbrooke Hospital Redevelopment Programme is part of Wave 1 of the national New Hospitals Programme, dedicated to an upgraded hospital facility for the people of Huntingdon in line with Hospital 2.0 specifications.
To support the delivery of Hinchingbrooke Hospital Redevelopment Programme (HHRP), the Enabling Works Lead will work across the programme to provide construction and commercial leadership to support the successful planning and delivery of the Enabling Works Programme.
Are you a senior leader with the abilities to work within the HHRP team and assume responsibility for overseeing and co-ordinating the commercial and construction components for the Enabling Projects ultimately resulting in the delivery of new healthcare facilities?
The Enabling Works Lead will be responsible for developing and line managing a team of project managers and other technical advisors and shall also strategically link with other key roles within the Programme and other strategic and corporate roles across North West Anglia NHS Foundation Trust.
Main duties of the job
The main duties of the Enabling works Lead involve:
responsibility for the strategic delivery of the construction and commercial elements of the HHRP Enabling Works Programme ensuring best practice, standards, tools and techniques are in place; providing specialist advice and support to the HHRP Board in relation to construction and commercial matters ensuring that a system of monitoring and reporting of the key milestones for the Enabling Works Programme and subsequent business cases is in place leading the relevant activities to contribute to the production and delivery of required business cases to agreed timescales being accountable for procuring commercial and construction contracts, working within government procurement frameworks and ensuring best value for money whilst aligning all milestones to NHS sustainability and Net Zero targets ensuring that all risks associated with the construction and commercial aspect of the enabling projects are clearly identified, costed, logged and managed to ensure successful delivery of the programme managing the budget for the delivery of the enabling works programme as well as physical resources and operate at all times within the Trust's Standing Financial Instructions, the Financial Framework of the Trust and other financial Procedures providing line management responsibility for the enabling works programme team within HHRP

Person Specification
Education/Knowledge and Qualifications Essential
Educated to degree level or demonstrable equivalent relevant experience. Knowledge of relevant health and safety legislation and safe building practices.
Experience Essential
Significant experience of leading and managing large, complex, capital schemes. Involvement in the development of complex business cases involving strategy, workforce, digital and operations. Experience and involvement in the governance of major projects including oversight, risk management, resource management. Experience of managing large scale projects in an operational environment.
Skills Essential
Excellent communications skills both written and oral and the ability to effectively communicate within and across teams. Effectively manage financial resources and deliver projects on time and in budget.
