Job summary P23 Cost Manager
An exciting opportunity has become available to join the Procure Construction Team within the Estates and Facilities department of the Finance Directorate in NHSE and to participate in the delivery of the substantial increases in Capital investment into the NHS Estate and support commercial delivery of the NHS estates and facilities function providing cost and commercial support to the NHSE ProCure framework and across the broader construction oversight role of the NHS England estates team.
This vacancy is a key role within the ProCure Construction Team. Focused on cost and commercial matters relating to the ProCure23/24 Frameworks (P23/P24), the accredited framework for NHS organisations, the role will also involve the provision of cost and benchmarking advice on the NHS capital investment programme to others within NHSE supporting the delivery of our next generation of capital projects and broader capital/transaction team objectives.
The ProCure Frameworks The current P23 and previous P21/P21+/P22 Frameworks are industry leading and award winning, delivering more than £18bn of NHS Capital Projects since its inception in 2002. All ProCure project are predicated on NEC contracts. With your help the next iteration ProCure24 will excel and develop still further and achieve further recognition supporting the delivery of capital the next generation of capital investment across the NHS making a step change in the NHS estate.
Main duties of the job
The Key Objectives of the NHSE Estates and Facilities Team The aim is to ensure the provision of a clean, safe, and suitable estate and patient environment within the healthcare system. In relation to estate matters, the team's key responsibility is to design the system strategy, set policy, ensure system wide delivery and accountability to Parliament.
To support the effective delivery of the significant capital investment increase in the Estates and Facilities Team at NHS England.
The team has significant areas of accountability with several institutional relationships; some rooted in statutory and other requirements of the healthcare system; in particular:

Qualifications Essential
Educated to post-graduate level or equivalent level of experience of working at a senior level in specialist area.

Knowledge & Experience Essential
Sound knowledge of commercial principles, processes, and practices Knowledge of public sector business case process and procedure Knowledge of sustainable practice, covering all areas of sustainability - Economic, Social and Environmental Experience of delivering commercial efficiencies in a multi-stakeholder environment Experience of contract negotiation and contract management Experience of identifying opportunities for innovation Understanding of building design and construction process Extensive knowledge of specialist areas acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent. Evidence of post qualifying and continuing professional development. Comprehensive experience of project principles techniques and tools such as Prince 2 and Managing Successful Projects. Have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement. Working knowledge of Microsoft Office with intermediate keyboard skills. Previously responsible for a budget or involved in budget setting and working knowledge of financial processes.
