Job Purpose
The Emergency Logistics Manager is responsible for planning, coordinating, implementing, and monitoring logistics, supply, and technical support activities for emergency interventions in accordance with MSF standards, protocols, and operational priorities. The role ensures the effective management of logistics, procurement, transport, stock, premises, ICT, communications, applied security, and other support functions to enable safe, timely, accountable, and high-quality humanitarian and medical operations.
The position will also coordinate human, material, and technical resources. He/she will assess the existing support setup and develop appropriate logistics and supply structures to support the continuity and sustainability of operations (the emergency response).
Reports to:
• Hierarchical reporting: Emergency Coordinator
• Technical reporting: Head of Logistics or designated Logistics & Supply referent.

• Medical team, Supply team, Finance/Admin/HR, SASU team, Security focal point, ICT support, and relevant partner ODs
RESPONSIBILITIES / RESULT AREAS
Under the supervision of the Emergency Coordinator and with technical support from the Logistics Coordinator (in the current MSF Ubuntu set up, the Head of Log), the Emergency Logistics Manager is responsible for ensuring the effective planning, implementation, monitoring and continuous adaptation of logistics and supply activities in support of emergency operations, in accordance with MSF standards, protocols and operational priorities.
Specifically, the Logistics Manager:
• Defines, implements and monitors logistics priorities and action plans required to support emergency medical and humanitarian activities, ensuring timely and effective operational support.
• Ensures the implementation and monitoring of logistics, supply and technical support activities, including procurement, warehousing, stock management, transport and fleet, communications, ICT, energy, facilities, equipment, infrastructure, contracted services, waste management and WASH activities when relevant.
• Ensures the availability, appropriate use, maintenance and accountability of project assets, equipment and material resources, guaranteeing compliance with MSF standards and procedures.
• Coordinates the rapid mobilization and efficient management of human, material and technical resources required for emergency operations, identifying constraints and implementing corrective measures when needed.
• Ensures the quality and continuity of logistics support to operational teams through regular monitoring, analysis of gaps, risks and bottlenecks, and adaptation of support systems to evolving operational needs.
• Contributes to the implementation of project security policies and procedures, supports risk analysis and contingency planning, and ensures logistics decisions facilitate safe access, staff safety and operational continuity.
• Monitors the operational environment and security situation, advising on logistics implications and implementing appropriate mitigation measures in coordination with the Emergency Coordinator and relevant managers.
• Leads, supervises, coaches and develops logistics staff, ensuring appropriate team structure, performance management, capacity building, duty of care, safeguarding, equity, diversity and inclusion.
• Participates in recruitment, induction and workforce planning processes to ensure adequate staffing and competencies for emergency logistics operations.
• Ensures the implementation and monitoring of logistics planning, reporting and control systems, providing regular analysis and recommendations to support operational decision-making and accountability.
• Promotes accountable, community-sensitive and context-adapted logistics approaches, encouraging efficient resource management and environmentally responsible practices where compatible with emergency priorities.
• Participates in emergency preparedness, exploratory missions, rapid assessments, operational planning exercises and emergency response design, providing technical analysis on logistics, supply, access, security support, infrastructure and WASH needs.
Education
• Essential Technical Logistics Diploma.
Experience
• Essential: working experience of at least two years in Logistics management
Desirable:
• Previous humanitarian experience in MSF or other NGOs in developing countries, managing teams.
• Previous experience in emergencies
Languages
Essential mission language (English), local language desirable.
