Qiddiya Investment Company is a Saudi developer and investment holding company leading the creation of Qiddiya City and related entertainment, sports, and culture destinations. Operating at the intersection of large-scale development and long-term city building, the company is shaping a destination defined by integrated planning, strong governance, and coordinated delivery.

This role offers the opportunity to help guide the planning and regulatory systems that support a landmark city development. As Director - Planning (MAS365), you will contribute to the planning framework, permitting approach, and regulatory ecosystem that underpin city-wide implementation, while working across internal teams and external stakeholders to support effective, future-ready planning operations.

ResponsibilitiesSupport the development and implementation of the statutory planning control framework for Qiddiya City.Manage the translation and integration of City Framework Plan masterplans into a coordinated city-wide planning system.Contribute to the expansion of permitting activities to support the QIC Group, including operational permits and licenses.Support engagement with government stakeholders to facilitate permitting processes, including coordination of MOUs, SLAs, and other agreements.Manage and define future permitting and licensing responsibilities for Qiddiya City.Contribute to the design and improvement of systems and processes for future permitting responsibilities.Support the development of the technology roadmap for managing Qiddiya City's regulatory ecosystem.Manage the implementation of technology solutions and digital systems to support critical regulatory and permitting services.Requirements

Bachelor’s degree in Urban Planning, City Planning, Architecture, Engineering, Public Policy, Real Estate Development, or a related field; a master’s degree is preferred.Proven experience in statutory planning, urban development frameworks, master planning, or regulatory planning within large-scale city development projects.Proven experience designing and implementing governance structures, service models, MOUs, SLAs, and stakeholder agreements.13+ years of relevant experience in urban planning, regulatory frameworks, permitting, city management, or related fields.Hands-on experience with planning systems, permitting systems, GIS, and workflow systems.Experience working directly with government authorities and external stakeholders.Eligible to work in Saudi Arabia.
