Job SummaryYou will serve as a Contract Specialst in the Contracting Division, Code 133000 of NAVAL RESEARCH LABORATORY.

QualificationsIn addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NO-02 pay band (GS-5/10 grade level) in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Performing pre-award and post-award functions utilizing demonstrated knowledge of the Acquisition Field as documented by DoD INST 5000.58; 2) Applying acquisition regulations, procedures, and policies (e.g., the Federal Acquisition Regulation and its Department of Defense supplement, OMB Circulars, and other relevant directives and instructions) to complete contract award tasks; 3) Providing cost/price analysis, negotiation, and administration of contracts for services, supplies, and equipment to complete pre-award and post-award contract administrative functions; and 4) Communicating effectively orally and in writing. This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must have a comprehensive knowledge of procurement law, regulations, and procedures and the ability to conduct advanced planning, negotiation and administration of highly complex contracts involving R&D, specialized equipment and systems. Major DutiesYou will perform pre-award and post-award functions, including price/cost analysis, negotiation, and administration of contracts for services, materials, and equipment associated with research, development, test, evaluation, production activities.You will be responsible for contract specialist functions for highly specialized scientific instruments and laboratory testing devices, such as electro/mechanical testing equipment.You will develop and implement recommendations and solutions to contract problems, risks, and outcomes in the pre and post-award procedures to plan and conduct the contracting process for the description of the requirement through contract delivery.You will prepare solicitation documents, incorporating provisions, such as cost accounting standards, requirements for technical proposals, testing procedures, cost escalation factors, cost data requirements, and socioeconomic programs.You will analyze proposals for conformance with the solicitation, performing cost or price analysis, to include review of costs breakdowns to determine reasonableness.You will function as team leader during contract negotiations by coordinating throughout the acquisition process with representatives from the program office, acquisition request originator, financial management office, and other eternal offices.You will insure contract data entered into DoD and federal systems are complete and accurate.
