Job SummaryAs a Program Analyst, you will serves as the senior expert, Program Analyst, providing authoritative leadership and expertise to the IT Products Service Center and OneGov stakeholder engagements. Location of position: Federal Acquisition Service (FAS), Office of Acquisition Solution Development (ASD), Office of Category Management, IT Products Service Center. We are currently filling two vacancies, but additional vacancies may be filled as needed.

The GS-15 salary range starts at $150,359 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-15 level or higher in the Federal service. Specialized experience is defined as experience managing and evaluating complex program or portfolio operations that involve analyzing market trends, vendor performance, and emerging technologies to inform strategic decisions. Experience must include activities such as: Leading cross-functional initiatives that integrate financial, performance, and workforce planning; Advising senior leaders on compliance, policy, or governance issues that affect program or vendor relationships; Developing and implementing strategies or business models to enhance program performance or organizational effectiveness.
Major DutiesManages resources required to support effective and fiscally responsible portfolio and program operations and evaluates organizational strengths and weaknesses. Identifies, evaluates and recommends strategic initiatives and best practices to enhance assigned program(s), the OneGov strategy or similar portfolio, and improve operating performance. Influences individuals and organizations from the private sector, such as executive level contracting and other officials of major contractors; representatives of professional organizations; and high-ranking leaders (e.g. SESs) within customer agencies and oversight organizations. Leads and oversees quantitative analysis of market, industry, customer trends, and OEM technologies, to determine the appropriate contract vehicles, delivery strategies, business models, and IT product and services to identify industry indicators. Anticipate emerging challenges, and recognize opportunities for innovation and partnership, informing vendor partnership decisions. Serves as the principal advisor and authoritative liaison in dealings with a spectrum of high-ranking officials, including agency executives, high-level SESs within customer agencies, top congressional staff, OMB staff, and GAO evaluators. This involves using intensive negotiation and high-level leadership skills to justify, defend, or settle matters involving significant or controversial issues that directly impact major program operations. Coordinates the assessment, development, implementation, and reporting of measures within the assigned organization to gauge and communicate program value, organizational performance and strategy effectiveness.RequirementsIf selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
