Job SummaryThe Quality/Training Specialist is responsible for performing quality reviews for the SVCEs, VCEs, Work Study and Upstream Specialists in accordance with an established monthly schedule. Some of the cases reviewed for the station will be subject to national review. They perform individual quality reviews to determine the quality level of individual SVCEs, VCEs, Work Study and Upstream Specialists for purposes of individual performance standards.
QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement: 08/14/2026. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-12 Grade Level: Specialized Experience: To qualify for the GS-12 grade, you must have one year of specialized experience equivalent to the GS-11 level or higher. Specialized Experience is defined as experience in authorizing education claims requiring research, interpretation and application of basic information, regulations, or guidelines and sharing that information with others. Education Substitution: There is not education substitution for the GS-12 grade level. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is primarily sedentary, although some physical effort may be required to perform the duties of the position. The incumbent may sit to do much of the work and extensive use of a computer is required. The nature of the work may place the incumbent in stressful situations and the incumbent must possess a high degree of emotional stability and the maturity and judgment to complete the work assignments. Some standing, walking, bending, and light lifting may be required. Major DutiesSpecific duties include: Serves as the training coordinator for production employees in the Education Division. Responsible for planning, developing, directing and conducting training programs. Performs quality reviews for production employees to determine individual quality levels for individual performance standards. Conducts specialized reviews for cases to determine the accuracy of claims actions taken, single signature proficiency, and error trends. Prepares national quality reports and provides feedback to appropriate officials. Provides training assessments to employees and managers detailing strengths and weaknesses and ways to improve performance. Serves as a technical advisor to management. Develops solutions to claims processing challenges. Ensures all program requirements imposed by Education Service, VA or other are met or implemented appropriately. Effectively communicates in person, via phone or electronically with employees, supervisors, claimants and stakeholders. Resolves issues independently.
