Systems Analyst Lead
Job Description: Plans, organizes and manages one or more IT applications that support Exchange business functions for IT application management. Uses proficient knowledge to manage the tasks and events associated with the IT process. Safeguards physical access to Exchange restricted data, processes and services.

Technical (Preferred/Required Skills/Systems): • Strong leadership, stakeholder management, communication, and vendor-management skills. • Enterprise experience with Git-based source control and CI/CD platforms, such as GitLab and Jenkins. • Knowledge of Data DevOps controls: SAST, DAST, secrets scanning, and vulnerability management. • Experience with AWS, Jira, Confluence, JFrog, SonarQube, IBM DevOps Deploy (UCD), ELK or comparable enterprise tools. • Knowledge of Linux, cloud/hybrid infrastructure, containers/Kubernetes, IAM, networking, monitoring, and disaster recovery. • Basic financial and budget-management skills, including tracking operational spending, software licensing, vendor renewals, invoices, purchase requests, and forecasted platform or infrastructure costs

Job Qualifications: Six years of experience in programming and/or systems analysis and design. One year of experience at the pay band 4-2/4-3 level or equivalent industry experience is required.

A technical bachelor's degree and four years of experience in programming and/or systems analysis and design. One year of experience at the pay band 4-2/4-3 level or equivalent industry experience is required.
Specific technical skills required may vary as requested by the supervisor depending on location and unique application of the position being filled.

Major Duties: Reviews, analyzes and evaluates business systems and user needs. Prepares and presents status reports to senior management. May develop budget and expenditures for the IT process. Interprets program specs, programs, tests and debugs programs. Creates and maintains applications and develops written programming specifications and documentation to support applications. Ensures internal controls are adhered to in relation to audit procedures and security. Ensures systems and data integrity, confidentiality, and availability by managing and implementing controls. Provides subject matter expert support in identifying and troubleshooting issues for IT applications. Coaches and manages staff. Provides project leadership for new initiatives. Performs other duties as assigned.
Work Challenges: 24x7 work environment supporting Exchange operations, which requires either shift work, on call, and/or after hours project work and may include holidays, and weekends IT environment is constantly changing demanding quick solutions and evolving skills IT position located at HQ IT position - there may be some TDY associated with this IT work
