Job summary
The post holder will provide highly specialised clinical, professional and operational leadership for the health contribution to the Gloucestershire Multi-Agency Safeguarding Hub (MASH) and the Multi-Agency Child Protection Team (MACPT).
They will manage and develop the MASH and MACPT health function, provide expert safeguarding advice to internal and external partners, contribute to strategic safeguarding priorities, and lead quality assurance, service improvement, workforce development and performance oversight across the service. You will use your local knowledge of Gloucestershire and establish an understanding of patterns of significant harm in the local area and of agency responses.

Main duties of the job
They will oversee the health element of the countywide roll out of the MACPTs in Gloucestershire, including its interface with existing MASH Health arrangements.
The post holder will line manage the MACPT Safeguarding Specialist Practitioners and the MASH Health Co-ordinator.
The role will ensure that children, young people and families receive timely, proportionate and effective safeguarding responses through high-quality information sharing, risk analysis, professional challenge, clinical decision-making and multi-agency partnership working.
The post holder will work autonomously within professional and organisational governance arrangements, exercising advanced judgement in complex, sensitive and contentious safeguarding situations.

Statutory, Professional and Policy Framework:The post holder will be expected to work in accordance with relevant legislation, statutory guidance, national policy and professional standards, including Working Together to Safeguard Children, the Children Act 1989 and 2004, the Care Act 2014 where relevant to transitional and whole-family safeguarding, the Mental Capacity Act 2005, the DataProtection Act 2018, UK GDPR, information-sharing guidance, local safeguarding children partnership procedures, organisational safeguarding policies and the NMC Code.
Research & Audit: Participate in audits, reviews, and continuous improvement initiatives relating to safeguarding and child protection. Contribute to the development, review and quality assurance of policies, procedures, and protocols relating to safeguarding within the MACPT and the FFPP.
Training & Development: Deliver health-related safeguarding training, supervision, and support to colleagues in health and other agencies regarding safeguarding best practice. Provide consultation and group supervision from a health perspective to Family Help Lead Practitioners and their teams.
Administrative Responsibilities: Ensure that Child Protection process outcomes, reports, and plans are up to date and accurate across key health clinical systems used in Gloucestershire, namely SystmOne, Rio, BadgerNet, and TrakCare. Maintain accurate, timely, and confidential records in accordance with NHS and multi-agency protocols.
Finance & budget: Financial oversight of Team, to include sign off staff expenses to include travel, training, & sign off any stores orders etc.

Person Specification
Experience Essential
Experience of presenting to boards, committees or safeguarding partnership groups Ability to lead teams, manage competing priorities, produce reports, deliver presentations and influence senior stakeholders Substantial post-registration experience working with children, young people, and families in health or social care settings Comprehensive understanding of legislation, guidance, and best practice in safeguarding children (e.g. Working Together to Safeguard Children, Children Act 1989/2004).
Desirable
Experience of commissioning or system-level safeguarding assurance. Evidence of leading projects that have resulted in organisational change. Knowledge of the Gloucestershire health and care system and interagency structures.
Qualifications Essential
Professional knowledge acquired through degree supplemented by post graduate diploma specialist training, experience, short courses plus further specialist training to master's equivalent level Registered Nurse, Midwife or Allied Health Professional with current NMC/HCPC registration Leadership or management qualification or equivalent experience. Evidence of continuing professional development in safeguarding and child protection
