The Finance and Accounting Officer (FAO) takes full responsibility for managing the payment and banking systems for the Malaysia office, maintaining financial records aligned with Malaysia Financial Accounting Standards and GPSEA Standard Operating Procedures (SOP) & Policies. This role ensures strict adherence to GPSEA financial SOPs and is accountable for the completeness, accuracy and compliance of all transactions with internal policies and country taxation regulations. Additionally, the FAO is responsible for staff payroll processing and ensuring compliance with local Malaysia regulatory authorities.

Duties and Responsibilities:

• Responsible for managing cash & banking transactions and documents properly. This includes petty cash and payment systems such as cheque or bank transfer to staff and suppliers.

• Responsible for ensuring all payments and disbursements in the Malaysia office comply with GPSEA Financial SOP.

• Responsible in ensuring that all Purchase Order (PO), advance request, expense claim and advance settlement (reconciler) document have been met with GPSEA policy as follows: ○ The request has been requested through Finance System; ○ The account code has been recorded properly; ○ All documents are complete, accurate, reliable, reasonable and accountable.

• Ensure timely processing and submission of monthly and periodic local tax filings (e.g., Withholding Tax, Foundation Tax) in accordance with Malaysia regulations.

• Monitor cost effective and efficiently use of donations and regularly review expenditures and ensure all significant contracts are negotiated on a competitive basis and transparency

• Responsible for ensuring the financial transactions have been processed in accordance with GPSEA procedure.

• Set up the program of staff awareness on Finance and Admin Policy and procedure (Induction, refresher, clinic,etc.)

• Solution orientation for the staff in relation to finance policy and procedures.

• Engage the staff in the awareness program of Finance and Admin Policy and procedure (Induction, refresher, clinic, etc.)

• Identify outstanding advances and to remind the related staff by sending email to them and their Line Managers.

• Ensure that the credit card transactions/invoices are uploaded by the credit card user and ensure that the credit card reconciliation is done on a monthly basis.

• Liaise with the Bank Relationship Officer for any banking and account issues.

• Evaluate complex financial compliance matters and use sound judgement to consult with lawyers as needed. Ensure financial practices align with legal and regulatory requirements by integrating legal guidance into compliance processes.

• Manage the audit process by working closely with internal and external auditors to review Malaysia's statutory, accounts and compliance reports.

• Ensure accurate and timely resolution of audit findings and implementation of recommendations to maintain high standards of financial compliance.

• Liaise with the suppliers in providing the payment confirmation as needed.

• Ensure the financial process follows GPSEA procedure.

• Timely preparation and reporting of any financial and financial related compliance, tax, audit and/or regulatory reports and/or submission.

• Prepare and analyze including identify the issue and provide a solution on the staff advance ageing report, on a weekly basis or as needed (if any).

• Ensure the implementation of the program of staff awareness on Finance Policy and Procedure (Induction, refresher, clinic, etc.)

• Identify the non-compliance issue (if any) and provide advice to address the issue.

• Process all the payment and record with accurate figures.

• Ensure documents are filed properly and safely.

• Implement and coordinate the resolution of recommendations from internal and external audit findings and financial review reports. This includes proactively communicating with relevant stakeholders, fostering collaboration across departments and ensuring timely implementation of actions with a high level of accountability.

• Identify the noncompliance issue and provide advice to address the issue.

Requirements:

Level of Education:

Preferably Bachelor in Accounting or Finance

Field of Study:

Accounting or Finance

Work Experience:

Minimum 5 years’ experience in Finance and Accounting. Possess experience in Advance reconciliation

Training or Certificate:

Preferably had training on taxation, local regulatory government compliance and record management.
