Job Summary The Commercial Assurance Director is responsible for owning the commercial and cash assurance lens across the project portfolio, including cash flow, work-in-progress, certifications, collections, commercial exposure, and revenue protection. The role interrogates entity-reported commercial figures rather than relaying them, validates reported positions against source documents, and identifies losses, uncertified earned-value gaps, stale receivables, contractual exposure, and material reporting movements before they reach leadership unannounced. Job Responsibilities 1 Commercial & Revenue Assurance Own the commercial assurance review of cash flow, work-in-progress, certification, collections, and commercial exposure across priority projects. Validate entity-reported commercial figures against source documents, rather than accepting reported numbers at face value. Identify potential losses, uncertified earned-value gaps, stale receivables, material reporting movements, and commercial risks before they escalate to leadership without prior warning . Cash Flow, WIP & Collections Monitoring Validate cash flow, WIP, and collections positions for priority projects through cross-checking against supporting records, certification documents, receivables ageing, and related source files. Identify uncertified earned value resulting from internal submission failures, incomplete documentation, delayed certification, or unresolved process breakdowns. Distinguish between genuine client disputes and work completed but not submitted or certified due to internal commercial process gaps. Commercial Analysis & Contractual Exposure Review IPC certification cycles, BOQ structures, variation orders, claims, and cost-value reconciliation to assess commercial accuracy and exposure. Job Responsibilities 2 Assess contractual notices, rejection letters, dispute correspondence, and commercial claims to determine their financial and contractual substance. Evaluate CPI and EAC movements from a contractor’s perspective, including causes of cost performance below 1.0 and the credibility of recovery plans. Reporting, Escalation & EPMO Issue Management Prepare validated commercial, cash, WIP, certification, collections, and exposure insights for EPMO leadership review using plain commercial language. Enter commercial, contractual, and revenue-related risks into the EPMO Tasks & Issues Log with clear issue ownership, actions, evidence, and escalation requirements. Escalate commercial concerns where reported positions are unsupported, materially changed, or indicate potential revenue leakage or contractual exposure. People Management Work directly with entity commercial teams, project teams, finance teams, and leadership to validate commercial positions and address identified gaps. Challenge entity commercial teams professionally where reported figures are unsupported, inconsistent, incomplete, or commercially unclear. Influence stakeholders to take corrective actions on WIP, collections, certification delays, stale receivables, and commercial exposure items. Additional Responsibilities 3 Job Knowledge & Skills Commercial & Revenue Assurance Strong knowledge of cash flow, WIP, certification, collections, commercial exposure, and revenue protection across construction project portfolios. Construction Commercial Management Knowledge of IPC certification cycles, BOQ structures, variation orders, claims, cost-value reconciliation, and contractor-side commercial controls. Contractual & Claims Understanding Ability to interpret notices, rejection letters, dispute correspondence, GCOC/FIDIC-style contract mechanics, and commercial claims to assess financial exposure. WIP, Collections & Receivables Analysis Ability to analyze WIP, receivables ageing, collections delays, certification backlogs, payment routing issues, and liquidity-related constraints. Executive Commercial Communication Ability to translate detailed commercial findings into clear executive-level insights using plain commercial language rather than excessive technical jargon. Job Experience Minimum 10 years of experience in a construction commercial, quantity surveying, or contractor-side commercial function. Experience in a main contractor or PMO commercial team on major projects is preferred. Experience across international, multi-entity, or multi- jurisdiction project portfolios is advantageous . Demonstrable track record improving WIP, collections, or cash position on live projects or portfolios, not only reporting on them. Experience working across multiple currencies and jurisdictions within an international project environment.
