About this role

PURPOSE OF POSITION The job of Program Supervisor was established for the purpose/s of planning, developing, implementing, assessing, coordinating, supervising program services.

ESSENTIAL FUNCTIONS

• Administers assigned program area (e.g. designs, implements, directs and maintains program services; oversees program policies and procedures development) for the purpose of providing related Student Services. Communicates with various stakeholders (e.g. students, parents, families, staff, school districts -public and non public) and community agencies; chair and participate on committees; assist in the development and coordination of public relations and marketing; serve as liaison to member school districts for the purpose of representing the Delaware County Intermediate Unit.

• Coordinates program services and provides oversight of program operations (e.g. long- and short-term planning; contracted services and providers; program evaluation and goal setting; preparation and management of program budget including various funding sources such as grants while working independently with a variety of standardized methods) for the purpose of providing effective services to students and clients.

• Develops and implements professional development programs for staff (e.g. orientation; in-service) for the purpose of continually improving the program and services provided.

• Supervise DCTS Coaches and works with the principals to design and implement coaching support for teachers.

• Implements Student Services program (such as directing administrative, counseling, and developmental programs like academic advising, mental health counseling, accessibility resources, and student conduct) and provides oversight for the purpose of ensuring compliance with Delaware County Intermediate Unit board policies, administrative guidelines, division goals, PDE, and Federal, State and Local laws, and administrative guidelines.

• Lead hiring, training, and evaluating program Student Services staff.

• Leads Data-driven decisions while overseeing the gathering, collecting, collating, classifying, and analyzing existing information for the purpose of providing useful information for effective decision making.

• Coordinate and manage state reporting data cycle (enrollment, attendance, staff, discipline, and course rosters) via PIMServes as lead for managing, validating, and submitting mandatory district student and staff data to state systems (such as PowerSchool).

• Generate and file state-required certifications and sign-offs (such as Accuracy Certification Statements).

• Train and support school staff, registrars, and administrators on data entry standards and reporting timelines.

• Attend state webinars, data summits, and vendor updates to stay current on shifting PDE compliance mandates.

• Maintains knowledge of current research and evidence-based best practices for the purpose of developing, assessing and improving the program as well as maintaining compliance with all applicable policies, procedures, laws and regulations.

• Oversees monitors, and develops systems and training (e.g. IEPs, ERs, manifestation determinations, FBA, BSP, Title 1) for the purpose of ensuring all documentation is legally defensible and appropriate. Oversees program related data collection and preparation (e.g. Development and maintenance of data collection methodologies; data verification) for the purpose of submitting required reports for Federal, Sate and Local government.

• Oversees program resources (e.g. program equipment, materials, inventory) for the purpose of ensuring effective and efficient utilization.

• Oversees the selection, assignment, orientation, evaluation, support and supervision of program staff (e.g. maintaining staff records to include leaves of absence, leave requests, travel expenses, certification verification; overseeing staff payroll authorizations, terminations and contract implementation) for the purpose of providing program specific human resource management.

• Prepares and oversees program budget and allocates funds (e.g. coordinates requests; allocates funds within budgetary fiscal restraints; implements budgetary control functions; adheres to all IU bidding and purchasing policies, regulations and procedures) for the purpose of providing program services aligned with the program budget.

• Performs other duties as assigned for the purpose of improving programming services.

• Schedule a variety of activities, meetings and programs for the purpose of coordinating services.

Education Required: Master's degree in job related area Certification Required: Valid and appropriate PDE Supervisor certification or Principal's certification required. Experience Required: Job related experience required
