Qualifications: Education/Certification:

• Master's degree in education or a related field required

• Valid teaching certificate with principal, mid-management or supervision certification or license related to other special education services

• Valid Texas Driver's License, Auto Liability Insurance (must show proof), and a clean driving record

Special Knowledge/Skills/Abilities:

• Knowledge of federal and state special education laws and regulations including due process, mediation and complaints

• Knowledge of State Performance Plan (SPP) indicators, accountability measures, and continuous improvement processes

• Understanding the individual needs of students receiving special education services

• Experience overseeing Child Find, evaluation, eligibility, and service delivery systems

• Skill in data analysis, program evaluation, and strategic decision-making

• Ability to manage personnel budgets, policies, and district systems

• Strong organizational, communication, and interpersonal skills

Experience:

• Five (5) years supervisory or leadership experience in Special Education

Major Responsibilities and Duties: Lead district-wide systems for special education evaluation, Child Find, specially designed instruction, compliance, and data management to ensure effective service delivery and alignment with federal, state, and local requirements. Drive continuous improvement through data-informed decision-making that strengthens accountability, enhances program effectiveness, and improves student achievement. Partner with district and campus leaders to foster inclusive practices, build organizational capacity, and uphold the integrity and effectiveness of special education and related services programs. Instructional and Program Management

• Assist in overseeing the development and delivery of special education curriculum and instructional programs that incorporate district goals and support student achievement. Ensure that curriculum renewal is continuous and responsive to student needs.

• Monitor the admission, review, and dismissal (ARD) process districtwide and provide assistance to buildings in the staffing of cases prior to placement for follow-up and on-going evaluation of students as may be requested. Review the records of committee meetings as needed to ensure that students are placed appropriately and development of individual education plans for students are consistent with district procedures. Ensure that student progress is evaluated on a systematic basis.

• Obtain and use evaluative findings (including student achievement data) to gauge special education program effectiveness. Make recommendations for changes when warranted.

• Lead the implementation of the TEA-required Special Education Self-Assessment, leveraging evaluative findings, compliance indicators, and student achievement data to assess program effectiveness, inform strategic decision-making, and recommend continuous improvement initiatives.

• Support the Director to ensure that the necessary time, resources, materials, and technology to support accomplish educational goals are available. Encourage and support the development of innovative instructional programs.

• Monitor and support transition services for students with disabilities entering and exiting public school programs.

• Develop and oversee professional development to support effective instructional and evaluation practices and to ensure compliance with procedures, policies and legal requirements.

• Represent the department in meetings, conferences, and professional learning opportunities to advance strategic initiatives, ensure regulatory alignment, and support continuous improvement in Special Education, Section 504, and MTSS services.

• Provide oversight of district-wide evaluation processes, protocols, documentation, and compliance timelines to ensure consistent implementation and continuous improvement across all campuses.

• Provide strategic leadership for SHARS program administration, ensuring regulatory compliance, operational effectiveness, and fiscal accountability.

• Ensure compliance with all PEIMS reporting requirements, data standards, validation procedures, and submission deadlines.

Student Management

• Demonstrate support for the district's student management policies and expected student behavior related to special education program.

Policy, Reports, and Law

• Implement the policies established by federal and state law, State Board of Education rule, and local board policy in area of special education. Recommend sound policies and procedures to improve program.

• Compile, maintain, and file all reports, records, and other documents required.

• Assist in the preparation of appropriate statistical reports which project staffing and service needs and an annual program review. Recommend long-range planning strategies to include adjustments in supportive and instructional staff as may be deemed necessary.

• Recommend necessary revisions of Board policy, district administrative regulations, and/or laws or guidelines of the state of Texas related to appropriate services for students with disabilities.

• Support the Director to perform duties of the Special Education Records Confidentiality Officer as designated by the superintendent.

Budget and Inventory

• Support the preparation of an annual budget designed to reflect the projected programmatic and fiscal needs of the district for the subsequent year and administer such funds as may be allocated to the Special Education Services Department by the Board of Trustees.

• Lead the planning and management of Tiered Intensity Funding to ensure fiscal accountability, regulatory compliance, and effective alignment of resources to specialized student supports.

• Ensure that operations are cost effective and funds are managed wisely.

• Maintain a current inventory of supplies and equipment and recommend the replacement and disposal of equipment when necessary.

Personnel Management

• Support the selection, training, supervision and evaluation of staff and make recommendations relative to assignment, retention, discipline, and dismissal.

• Assist building principals in the selection and evaluation of special education instructional staff as requested.

• Prepare, review, and revise job descriptions in special education departments.

Communication and Community Relations

• Establish and maintain a professional relationship and open communication with principals, teachers, staff, parents, and community members.

• Serve as district liaison to community agencies providing services to students and notify parents and students of available services.

• Maintain continuous communication with the department by conducting meetings, systemically.

• Participate in meetings with the Instructional Department as scheduled.

• Encourage and maintain close working relationships with parents/guardians of students with disabilities through participation in parent organizations, conferences, meetings or workshops. Demonstrate awareness of district-community needs and initiate activities to meet those needs.

• Articulate the district's mission and goals in the area of special education to the community and solicit its support in realizing the mission.

Other

• Follow district safety protocols and emergency procedures.

• Maintain an appropriate level of technology competence to meet the current and future needs of Alief.

• Collaborate with district and campus leaders to select instructional materials and advance innovative instructional practices through professional learning and effective implementation.

• Ensure safe and timely transport of materials and equipment to designated locations.

• Perform other duties as assigned.

Supervisory Responsibilities Supervise, evaluate, and recommend the hiring and termination of special education staff. Evaluation Performance of this job will be evaluated in accordance with provisions of the Board's policy on evaluation of Professional Supervisor Personnel.
