Job SummaryYou will provide guidance, operational direction and administrative services supporting a host of activities aimed at protecting the health, welfare and value of our nation's plants, animals and natural resources.

QualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Managing fleet operations, including vehicle oversight, data maintenance, and card administration, ensuring accurate reporting and proper use of resources. Creating statements of work, establishing requisition packages and providing direction to staff on purchasing procedures to ensure compliance with agency policies and overseas-related approvals. Developing long term solutions complex problems and providing guidance to senior level management on issues such as career development and hiring. Providing quantitative and qualitative analysis and delivering reports of findings to internal stakeholders on workforce analysis and planning. Analyzing new administrative and legislative requirements and providing guidance and instructions to various organizational echelons Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesThe duties may include, but are not limited to:Provides support for property/financial/HR management, purchasing and logistics coordination, contract review, budget planning, program analysis, and other administrative policies and services.Assists with researching, analyzing, and evaluating the effectiveness, efficiency, organization, methods, and procedures of administrative program operations.Retrieves, aggregates and correlates development data to assess the current state of the workforce’s development against emerging, anticipated or future requirements.Provides a wide range of advisory services for employees, hiring managers and leadership.May work collaboratively and diplomatically with foreign government partners as well as program stakeholders in the private and public sectors, to advocate and advance US Government goals and interest.
