Job SummaryThe position of CBOC Service Administrative Officer (AO) reports directly to the Chief, CBOC Service at Allentown CBOC and plays a critical role in the overall function of the CBOCs. VA Medical Center CBOCs are located in Allentown, Bangor, Columbia County, Williamsport, Honesdale, Sayre, Tobyhanna. Travel to these locations may be required.

QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administrative management experience, specifically in clinical or ambulatory care setting, Proficiency with VA Enterprise systems. Experience with analytical review, data mining and reporting, resource coordination and operations support, budget and financial management experience, contracting and procurement experience. Experience in administrative management in healthcare setting, ability to manage and coordinate multidisciplinary teams across multiple clinical settings and sites, knowledge of compliance requirements, policy and procedure applicable to ambulatory care setting. Administrative management experience, advanced problem solving skills, knowledge of federal management principles and policies, operations support, stakeholder coordination, proficient communication and interpersonal skills. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Administrative management experience, advanced problem solving skills, knowledge of federal management principles and policies, operations support, stakeholder coordination, proficient communication and interpersonal skills, Contract Management The incumbent serves as Contracting Officer Representative (COR) for all leased and contracted CBOCS COR responsibilities include completion of comprehensive Business Plans prior to initiation of Contracts Solicitation; assisting contracting officers with the formulation of contract solicitations for the CBOC Service Line; participation in Technical Evaluation Panel (TEP) as appropriate and the selection process leading to award of new CBOC contracts and leases; performing liaison duties with CBOC contractors, property managers, and lessors for all day-to-day operations of the lease and contracted CBOC's; assuring all technical components of CBOC contracts and leases are being met via monitoring of all contracting processes; and managing all fund control points associated with lease and contracted CBOC' s. The incumbent is responsible for coordinating regularly with both internal and external stakeholders, conduct site visits, identify new/ appropriate clinic locations space, manage submission for selection of new spaces, facilitate contractor remediation of selected spaces, coordinate the move of staff and equipment to minimize downtime and disruption to healthcare services provided. He/she will act to ensure full compliance with all terms and conditions of the contracts in a fair and impartial manner. He/she will work closely with the Chief, CBOC Service and Facilities Management Lease Contract Representative to compile and ensure quality completion of documentation for procurement packages submitted. Incumbent will ensure that procurement packages are submitted in a timely manner and will verify that associated funding has been made available. He/she will closely monitor the contractor's performance to assure compliance with the technical requirements of the contract and will inform the Contracting Officer of all inquiries, comments or complaints arising from matters observed, experienced, or learned as a result of, or in connection with, the performance of the contract. As the COR, the incumbent will make recommendations in writing about changes desired in the contract, with justification for the proposed change to the Contracting Officer. The incumbent will ensure that changes in work under the contract are not implemented before written authorization or contract modification is issued by the Contracting Officer. Infrastructure Management The incumbent is to provide oversight and coordination of (8) CBOCs, ensuring infrastructure and physical space is conducive to optimal clinical operations at each location. This involves internal coordination which crosses lines of authority across the medical center to achieve a balanced and comprehensive clinical operation. The incumbent works to ensure that all administrative, clinical, and non-clinical aspects of CBOC Service are synchronized and working toward the broad scope mission of the Medical Center in conjunction with the Chief, CBOC Service and Chief of Staff. He/ She has primary responsibility to maintain full compliance with all facility related regulatory requirements as well as space assignments, contracting obligations, equipment needs, environment of care and special expansion projects. As such, the incumbent must maintain close contact and coordination between property managers, contracting officers and primary points of contact at each site Work Schedule: Monday-Friday 8:00 A.M.- 4:30 P.M. Physical Requirements: Position requires an alert mind. The work performed is of precise nature requiring extended periods of concentration that are often interrupted.
