Job SummaryThe employee will serve as the national Budget Analyst within the Million Veteran Program (MVP), at the Palo Alto Health Care System, in Palo Alto, CA. The purpose of the position is budget management and budget impacts on human resource allocation when recruiting and retaining staff; as well as, conducting contract management and financial administrative support.

QualificationsNOTE: This is a TERM appointment (not-to-exceed 3 years). Term appointments are non-status, non-permanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4-year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment. SPECIALIZED EXPERIENCE: Applicants must possess at least one (1) year of specialized experience equivalent to the GS-11 level in the Federal service. This experience must have equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. Specialized experience includes: direct hands-on budgetary experience; administers and monitors the distribution of funds; preforms financial advisory services; performs budget formulations; coordinates budget expenditures; advises site staff, principal investigators and officials on personnel policies; forecasts staffing needs; and initiates and prepares contracts. Major Duties***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but may not be limited to the following: Participates in the development of the national budget for the MVP. Provides financial advice and performs financial analysis duties to advance the successes of the program. Manages the national MVP budget by gathering the needs of all components of the MVP sites and Coordinating Centers. Serves as a contractor officer representative (COR) with direct oversight of scientific genomic contracts that support the national MVP. Takes a lead role in coordinating MVP's annual budget submission for the national program, manage amendments and communications to the Coordinating Centers and sites. Tracks funding obligations to confirm timely, accurate payment of deliverables; and ensures that all services rendered deliver a clear benefit to the program. Monitors the execution of the operating budget to assure that funds are properly allocated. Serves as a liaison and focal point of all site budgetary requests. Coordinates the development of financial agreements. Coordinates budget expenditures. Provides financial advice that is consistent with personnel policy and performs financial analysis duties. Performs other related duties as required.
