QualificationsSpecialized Experience: GS-15: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Applying program management principles, concepts, practices and methods to manage program issues or initiatives; Supervising staff and assigning work related to project development, program implementation, or operational support within an organization; Overseeing program operations and compliance systems within an organization to evaluate program effectiveness and to ensure adherence to applicable laws, regulations, policies and procedures; Developing and presenting written and oral briefings, reports or recommendations to internal or external stakeholders. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Major DutiesThe primary purpose of this position is to serve as the senior program authority responsible for planning, administering, evaluating, and continually strengthening the oversight of the AbilityOne Program by monitoring Central Nonprofit Agency (CNA) compliance with Commission regulations, policies, and written agreements through compliance inspections, audits, and data collection Duties performed: Ensure all deliverables, timelines, and performance expectations align with statute, regulation, and Commission policy; Oversee the development and implementation of the Commission's audit plan to measure CNA effectiveness and compliance with Commission policies and the performance measures described in the Cooperative Agreements; Lead targeted reviews and/or audits of Nonprofit Agencies (NPAs)/Central Nonprofit Agencies (CNAs) and special studies aimed at identifying systemic vulnerabilities; Identify trends, risks, and opportunities for program improvement; Provides clarity and interpretation of authoritative guidance to stakeholders across the AbilityOne enterprise.RequirementsYou must be a U.S. citizen to apply for this position.
