About this role

Job SummaryThis position is part of the Defense Human Resources Activity. The incumbent will serve as a Management & Program Analyst and Contracting Officer Representative (COR) for the Tuition Assistance and Workforce Development Programs at the Defense Activity for Non-Traditional Education Support (DANTES), a component of the Defense Human Resources Activity (DHRA).

QualificationsYou may qualify at the GS-12, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Developing, planning, executing, and evaluating educational programs or services addressing the educational needs of diverse populations, including military service members and veterans, with a focus on academic credit for prior learning and military training evaluations. Managing the end-to-end contract lifecycle, performing Assistant Contracting Officer's Representative (ACOR) duties, and directing financial processes including budgeting, invoicing, and contract closeout. Facilitating the acquisition lifecycle by drafting requirements, performing market research, and auditing contractor performance against quality, cost, and schedule metrics. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesAs a Management & Program Analyst (Operating Procedures) at the GS-0343-12 some of your typical work assignments may include: Serve as assistant program manager and analyst for an education, credentialing or workforce development program. Performing assistant contracting officer representative duties for contracts that provide a variety of education, credentialling, and work force related services and products. Research and assist with the planning, directing and implementation of new education, credentialling, and work force development programs and services. Assist with developing and executing project plans, establishing priorities, and tracking project requirements for VolEd programs. Analyzing program requirements and changes based on interactions with key stakeholders who implement or use the assigned education, credentialing or workforce development programs. Providing technical and administrative oversight of assigned program(s), providing guidance, and monitoring program execution. Evaluating programs and services measuring return on investment, benefit, and need. Making recommendations on program improvements and providing detailed program updates.
