About this role

Job SummaryThis position is located in the Bureau of Intelligence and Research (INR). The incumbent serves as a high-level expert administrative specialist within the INR Offices and works directly under the supervision of the Office Director, overseeing a broad range of administrative functions, including contract budget management, procurement, program administration, travel, time and attendance, and project management.

QualificationsApplicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience with management concepts, principles, techniques, and processes in order to perform substantive administrative functions for which the incumbent is responsible Experience with organizational structure, organizational locations and information management support requirements in order to perform administrative assignments, as well as track program service requests. Experience communicating orally and in writing in order to communicate review findings and recommendations and develop factual reports on administrative issues or problems There is no substitute of education for specialized experience for the GS-13 position.

Major DutiesManages all aspects of a variety of administrative programs impacting the assigned office (e.g., records coordination, office budgeting, space management and on/offboarding)Serves as lead for on-boarding new personnel for the office to include escorting, assigning office sponsors, providing new-hire documents and assisting with completion and review of the documents prior to providing to INR/HR for processingManages complex procurement activities, including drafting and negotiating contracts, overseeing vendor performance, developing requirements for procurement requests, drafting statements of work and providing guidance on acquisition sourcesAssist with developing and managing the assigned office's budget, ensuring alignment with strategic priorities and effective allocation of resources
