Specialized Experience Requirement: For the GS-09 level: Applicants must have one year of specialized experience equivalent to at least the GS-07 grade level. Qualifying specialized experience is defined as one or more of the following: Researched court and other legal records, extracted and prepared real estate ownership data; Applied knowledge of routine terminology inherent in real estate transactions and a working familiarity with realty procedures to carry out routine land activities; Performed and documented property inspections and coordinated with landowners and third-party partners in realty transactions; Assembled comparable sales information and other real estate market data, the verification of real estate transactions through contacts with buyers, sellers, and real estate agents, review of land status, and mineral and water rights. For the GS-11 level: Applicants must have one year of specialized experience equivalent to the GS-09 grade level. Qualifying specialized experience is defined as one or more of the following: Evaluated, processed, and monitored special use proposals, renewals, and/or existing permits/authorizations modifications (such as transfer of ownership, terminations, revocations, or suspensions as appropriate), some of which may be complex and/or controversial; Coordinated, reviewed, and provided technical direction regarding new permit proposals and administration of existing special use authorizations; Assisted higher graded experts and applied working knowledge of land status in negotiating rights-of-way and/or land acquisition or exchanges with landowners; Resolved technical problems of limited complexity with regard to special uses; permittees; communication sites; trespasses; prepared and processed appraisals, and related reports; Assisted or led environmental analysis studies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesDuties are listed at the GS-11 grade level.Manages all aspects of the special use program.Assists forest personnel in resolving problems or misunderstandings in the use of SUDS.Provides technical assistance to program staff and line officers and their associated specialists regarding complex land use authorization practices and procedures. Participates as a representative on the SUDS User Board.Applies various realty laws, regulations and agency policy to assist forest personnel in managing land use authorizations (permits, leases, and easements) and the associated billings for those authorizations.Evaluates simple and complex special use proposals according to regulatory screening criteria.Contacts various publics, other governmental personnel, and Forest Service specialists, to conduct financial and technical capability determinations, and to determine compliance with forest plan direction.Works closely with BLM and other federal and state agencies on special use authorizations that involve uses that cross administrative boundaries. Incumbent may assume a project leadership role if the Forest Service is the lead agency.Instructs forest personnel on the established fee schedules and methods to create land use billings, and how to compile cost recovery agreements.Conducts on-the-ground program reviews of special use programs and individual authorizations for compliance with Forest Service policy, terms, and conditions.Reviews analyzes and test systems performance of SUDS database and make recommendations for system modification and database configurations to correct problems.RequirementsMust be a U.S. Citizen or National.
