To qualify at the GS-09 grade level, you must have: Specialized experience: One year of specialized experience which includes (1) Applying standard construction inspection principles to monitor contractor compliance with plans and specifications on routine projects; (2) Assisting with the review of contractor submittals and pay estimates under direct supervision; and (3) Documenting construction progress and identifying basic deviations from contract requirements for review by a higher-grade inspector or engineer This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08) Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. To qualify at the GS-10 grade level, you must have: Specialized Experience: One year of specialized experience which includes (1) Independently performing inspections on construction projects of moderate complexity, ensuring work conforms to contract plans, specifications, and safety requirements; (2) Analyzing and interpreting contractor pay estimates, progress schedules, and reports to verify work completed; and (3) Identifying and documenting construction issues or deficiencies and recommending routine corrective actions to the project engineer. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. To qualify at the GS-11 grade level, you must have: Specialized Experience: One year of specialized experience which includes (1) Serving as a quality assurance inspector on complex, multi-phased construction projects, with responsibility for interpreting and enforcing all contract requirements; (2) Investigating and proposing solutions for complex field issues, such as differing site conditions or controversial contract modifications; (3) Coordinating and reviewing the work of other inspection personnel and serving as the primary field liaison for settling issues between contractors and the Government; and (4) Compiling, preparing, and consolidating required reports and field data using the Resident Management System (RMS). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Major DutiesReviews project plans for constructability and prepare recommendations for improved design and materials.Inspects District civil works construction sites.Investigates the need for contract change orders in view of conditions at the worksite.Reviews contractor’s cost breakdowns, progress measurement data, reports of materials and equipment use in or to compute periodic payments.Reviews and interprets contract plans and specifications.Resolves inspection and surveying problems through contractor representative.Conduct inspections of completed work.Provides technical and administrative guidance on the preparation of project quality assurance plans.Prepares estimates for planning and contract modifications.
