Job SummaryThis position is located within the War Media Activity (WMA), a Department of War Field Operating Activity reporting to the Office of the Assistant to the Secretary of War for Public Affairs (ATSW Public Affairs). WMA is a world-wide media organization, employing state-of-the art and emerging multimedia production and distribution technologies, operating from multiple locations in the United States and overseas and with deployed combat and contingency forces throughout the world.

QualificationsApplicants must demonstrate in their resume at least one (1) year of specialized experience that equipped them with the particular knowledge, skills and abilities (KSA's) to successfully perform the duties of the position and is directly in or related to this position. To be creditable, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Directed the full budget lifecycle-from formulation and justification to execution-while developing cost-effective programs, managing contingency funds, and analyzing financial impacts on operations and personnel. Spearheaded the full spectrum of personnel management-including evaluations, mentorship, conflict resolution, and disciplinary measures-while partnering with HR on organizational change. Oversee a regulatory-compliant financial management program through cost-reduction techniques, contingency fund oversight, and civilian/foreign national pay analysis. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Specifically, you will be evaluated on the following competencies: Financial Management Human Capital Management Planning and Evaluating Problem Solving INFORMATION FOR OVERSEAS: Overseas tour of duty for is projected to be 36 months unaccompanied/ 24 months accompanied You may be required sign a Transportation Agreement. Incumbent may be subject to the 5-year foreign area limitation according to the DoDI 1400.25-V1230, dated 26 July2012. Applicants who are currently stationed overseas, must have enough time to meet the initial tour stated above. Applicants who have returned from an overseas tour, and have not been physically present in the United States (CONUS) or Non foreign area for 2 continuous years, may require a waiver. NOTE: If you have not completed 5 years overseas and return to a CONUS assignment, that time spent overseas counts towards the 5 year limitation, unless you have been in the States for at least 2 continuous years. This position is designated as emergency essential (E-E). In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent, or the designated alternate, may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position is designated "key," which requires the incumbent, or designated alternate, to be screened from military recall. . Medical Care: Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met. Access to care in a military treatment facility may not be available to civilian employees except on a space available basis. Consequently, host nation medical facilities may be the only care available. The availability and level of care at host nation medical facilities will vary by location. Applicants hired from the Continental United States (CONUS) and their family members (who are US citizens) are required to obtain Official Passports prior to departure to the overseas area. May be subjected to a variety of environmental conditions typical of the overseas areas in which traveling, to include the potential for exposure to acts of terrorism. Payment for travel and transportation expenses may be authorized. This includes government paid travel transportation, shipment and temporary storage of household goods, and possibly other entitlements based upon the JTR and agency policy. You may be required to sign a transportation agreement. Major DutiesAs a Supervisory Program Manager (Deputy to the Director) at the GS-0340-13 level you will be responsible for the following duties: Directs the centralized business and operational management of complex public affairs, broadcasting, and command information missions across multiple geographically dispersed regional stations and units. Oversees the entire lifecycle of financial and budget management, including formulation, justification, and execution of operational budgets and contingency funds. Conducts rigorous analysis of financial impacts on staffing, services, and operational output, implementing cost-effective strategies. Manages and oversees the physical, facility, and contractual resources of the organization. Directs support service operations, accountable property programs, facility-related engineering functions, and the negotiation and execution of Inter-Service Support Agreements (ISSAs) and commercial support contracts. Coordinates and drafts short- and long-term strategic plans, operational policies, and continuity of operations (COOP) plans. Continuously evaluates program performance against strategic goals, analyzes operational metrics, and implements strategic realignment of resources to optimize mission capability.
