Opdrachtomschrijving Role Summary We are seeking a highly experienced Quantity Surveyor / Cost Control Engineer to join the Owner's project controls team for the detailed design phase of a nuclear isotope reactor project. The successful candidate will act as the Owner's single point of contact (SPOC) for timesheet review and validation, and will lead cost control, LOE (Level of Effort) management and contract compliance activities under a complex multi-party EPCM contractual framework. This is a critical governance role requiring deep expertise in earned value management, reimbursable contract administration, and nuclear or major infrastructure project environments. Key Responsibilities Timesheet Review & LOE Validation - Serve as the Owner's (PALLAS) Timesheet SPOC, managing the full weekly timesheet review and validation cycle in accordance with Contract provisions and the adopted Timesheet Guideline. - Apply objective validation criteria to determine Disallowed Hours in weekly submissions from Overall Responsible Designer and its subcontractors at all tiers, including assessment against sanctioned Organisation Charts, Deliverable Lists, Activity Lists, Resource-Loaded Planning and Overtime Authorisations. - Coordinate with Work Package Owners to conduct joint reviews of timesheet submissions within defined contractual timeframes. - Issue formal observations, manage Timesheet Clarification & Resolution Meetings, and escalate unresolved matters to Authorised Representatives in accordance with the contract workflow. Cost Control & Earned Value Management - Maintain and monitor the project cost baseline, tracking actual expenditure against approved budgets for all Indirect Work and/or Services. - Implement and oversee an Earne.
