About this role

Job summary

This role is open to all applicants. However, in line with Cornwall First recruitment principles, initial shortlisting will prioritise applicants from Royal Cornwall Hospitals NHS Trust, Cornwall Partnership NHS Foundation Trust, and the Integrated Care Board for Cornwall and the Isles of Scilly.

Royal Cornwall Hospitals is the only Acute provider in Cornwall operating from three sites, Royal Cornwall Hospital, St Michael's Hospital and West Cornwall Hospital. The Trust provides services from satellite units such as the St Austell Surgical Hub.

Our workforce of almost 7,500 staff provide high quality emergency, elective and specialist care across a range of clinical areas.

Main duties of the job

The Operational Optimisation Manager will be responsible for working with the Associate Director for Operational Optimisation leading a portfolio of projects that span the Trust, system and national initiatives and directives as required. This will include leading the implementation of service development, service redesign, supporting national requests e.g. winter plans, service planning representing the group with both ICB and regional team. Developing an agreed service improvement plan and trajectory in line with the RCHT strategy, national guidance and best practice.

The Operational Optimisation Manager will be responsible for proactive intervention and decision making to ensure that the Programme and or projects stays on track. The post holder will lead the development, coordination and monitoring of the Programme/projects in a complex change environment and adapt to strategic objectives across the operational delivery areas.

Person Specification

Qualifications Essential

Educated to degree level or equivalent experience Professional training and substantial management experience to a master's degree level Evidence of continuing professional development Knowledge of NHS Improvement and other compliance and performance frameworks, safety, financial procedures and statutory regulations.

Desirable

Qualification in an improvement methodology / programme management

Experience Essential

Evidence of management development Evidence of delivery of service / efficiency improvement. Proven previous experience of working at as a Directorate Manager or senior Operational manager, or leadership experience in an equally diverse and complex organisation. Knowledge of the NHS financial regime and probity, and proven experience of budgetary management. Track record of tactical management and delivery of, service-focused organisation, , change management, performance management, and service improvement. Experience of consultation, negotiation and influencing different stakeholders. Experience of building personal and professional credibility with clinical and operational senior managers, staff, and the public.

Desirable

Experience of operational management responsibility, built on knowledge and understanding of financial, management and clinical issues associated with a large Acute Trust.

Knowledge, Skills, Abilities Essential

Demonstrable understanding of the structure and framework of the NHS and how the Trust delivers care within this. Change management capability with proven and measurable results, based on and promoting positive culture and organisational values. Ability to use quantitative and qualitative information to stimulate performance improvement and provide assurance on data integrity. Ability to set out a clear direction, inspire others and assume command. Ability to grasp critical issues and distil them into clear and manageable priorities, weighing both the costs and benefits. Understanding of the different environments in which the Trust operates and ability to assess opportunities for innovation, revenue generation, partnership and enhanced care. Ability to interpret and communicate the Trust vision to all stakeholders, develop prioritised objectives and monitor a coherent delivery plan. Ability to contribute to effective board working and organisation, monitor compliance with risk management, legal, ethical, clinical, social and environmental requirements

Desirable

Track record of successful organisation wide project management, including programme management delivery of formal change initiatives.

Qualities Essential

Leadership, negotiation and influencing skills with the ability to motivate and engage individuals. Ability to think laterally and creatively to develop innovative plans and identify new business opportunities, commercial acumen. Ability to providing coaching and mentoring at the appropriate levels, encouraging and promoting a culture of openness, honesty and clarity.
