About the Role
The Manager, Strategic Headcount Planning sits at the center of the Uber Advertising global GTM organization, owning the operating model that drives how headcount is planned, deployed, and governed across regions. The role combines strategic workforce planning with hands-on operational execution - ensuring the business has the right people, in the right roles, at the right time, while maintaining a high bar for data integrity, process rigor, and cross-functional alignment.
This is a unique opportunity that is not a purely strategic or purely operational role - it requires both. As a member of the Strategy & Planning team, this individual will act as a connective tissue across Sales Leadership, Strategy & Planning, Finance, Recruiting, and People teams to translate business priorities into actionable headcount plans, while also owning the systems, processes, and day-to-day mechanics that bring those plans to life.
What You'll Do
Headcount Strategy & Planning Own global headcount planning for the Ads GTM teams, translating business targets into structured, scenario-based workforce plansPartner with Sales Leadership, S&P, and Finance to align on investment strategy, hiring timelines, and prioritization across regions and segmentsBuild and maintain forward-looking models that incorporate attrition, internal mobility, and hiring capacity Headcount Governance & Operating Cadence Own the end-to-end headcount lifecycle, including requisition approvals and enforcing governance for backfills and new requests.Establish a consistent operating cadence, evolving headcount reviews into decision-oriented forums that surface risks and tradeoffs early.Maintain a single source of truth for all headcount data across regions and functions and partner with Finance to ensure alignment between headcount plans and financial targets Systems, Data & Reporting Own design and ongoing hygiene of headcount trackers and planning models (Google Sheets, etc.) that serve as decision-grade tools for leadershipEnsure data accuracy and consistency across systems (e.g., Workday, recruiting systems, finance tools)Deliver clear, executive-ready reporting on headcount performance and hiring progress to plan Manage approvals, documentation, and coordination across multiple tools and stakeholders Operational Excellence & Continuous Improvement Identify gaps and inefficiencies in current processes and implement scalable solutionsImprove how headcount is tracked, forecasted, and governed over timeBuild repeatable frameworks and playbooks for workforce planning and executionBalance strategic priorities with day-to-day operational needs, ensuring nothing falls through the cracks Basic Qualifications 6+ years of experience in program management, strategy & operations, workforce planning, or similar rolesAdvanced proficiency in Google Sheets / Excel and strong analytical skills, with experience building/managing data models, complex formulas, and data trackers Bachelor's degree Preferred Qualifications Highly detail oriented with the ability to ensure data is consistent, scalable, and reliable across complex, interconnected sources Experience working in complex, cross-functional environments with senior stakeholdersExperience in headcount planning, sales operations, or workforce strategy within a global organizationAbility to operate at both strategic and operational levels - from executive planning to detailed executionExperience driving structured planning processes (e.g., annual planning, quarterly reviews) Familiarity with tools such as Workday, recruiting systems, and finance planning toolsClear and concise communicator with the ability to translate data into actionable insights For Chicago, IL-based roles: The base salary range for this role is USD $146,000 per year - USD $162,000 per year. For New York City, NY-based roles: The base salary range for this role is USD $162,000 per year - USD $180,000 per year. For San Francisco, CA-based roles: The base salary range for this role is USD $162,000 per year - USD $180,000 per year. For all US locations, you will be eligible to participate in Uber's bonus program, and may be offered an equity award & other types of comp.
