Basic Function: Provides leadership, planning, coordination, implementation, monitoring, and evaluation of federal and state programs to ensure compliance with all applicable federal and Kentucky laws, regulations, and district policies. Oversees the fiscal management and programmatic implementation of federal and state grants while collaborating with district and school leaders to improve student achievement through strategic planning, effective resource allocation, and continuous school improvement. DUTIES AND RESPONSIBILITIES:

• Provide leadership for the planning, implementation, monitoring, and evaluation of all assigned federal and state programs.

• Coordinate and oversee Title I, Title II, Title III, Title IV, TitleV, Title IX, and other federal and state grants.

• Ensure district compliance with all federal and Kentucky Department of Education requirements related to assigned grants and programs.

• Develop, submit, amend, and monitor grant applications through Kentucky's Grant Management Application and Planning (GMAP) system or successor systems.

• Prepare, monitor, and maintain budgets for assigned federal and state programs, ensuring expenditures comply with applicable regulations and grant requirements.

• Collaborate with the Superintendent, Director of Finance, principals, and district leaders to align grant funding with district priorities and student achievement goals.

• Assist schools in developing, implementing, monitoring, and evaluating Comprehensive School Improvement Plans.

• Monitor implementation of school improvement initiatives and provide technical assistance to school administrators.

• Conduct regular program monitoring visits to schools to ensure compliance with fiscal and programmatic requirements.

• Review documentation, budgets, inventories, time and effort records, and other required records for compliance.

• Prepare and submit all required federal and state reports accurately and within established timelines.

• Coordinate required stakeholder consultation and parent and family engagement activities.

• Collaborate with the Professional Development Coordinator to align professional learning opportunities with district improvement initiatives and grant requirements.

• Interpret changes in federal and state legislation, regulations, and Kentucky Department of Education guidance and communicate requirements to district and school personnel.

• Coordinate required federal program monitoring visits, audits, and corrective action plans.

• Analyze student achievement, program effectiveness, and fiscal data to evaluate the impact of federally and state funded programs.

• Maintain accurate records and documentation necessary for audits, monitoring, and compliance reviews.

• Seek additional grant funding opportunities that support district priorities and student achievement.

• Assist with the development and implementation of district strategic initiatives.

• Present reports regarding federal and state programs to the Superintendent, Board of Education, school administrators, and other stakeholders.

• Collaborate effectively with district departments to maximize available resources and improve educational outcomes.

• Maintain regular and reliable attendance.

• Perform other duties as assigned by the Superintendent.

KNOWLEDGE, SKILLS, AND ABILITIES:

• Extensive knowledge of federal education laws, grant regulations, and Kentucky Department of Education requirements.

• Knowledge of school finance and budget development.

• Ability to interpret laws, regulations, and policies.

• Strong organizational, analytical, and problem-solving skills.

• Excellent written and verbal communication skills.

• Ability to develop collaborative working relationships with district staff, school administrators, and community stakeholders.

• Ability to manage multiple projects and meet strict deadlines.

• Proficiency in technology applications, including Microsoft Office, Google Workspace, and state reporting systems.

PHYSICAL DEMANDS:

EDUCATION AND EXPERIENCE: Any combination of education and experience that provides the required knowledge and skills. Experience:

• Successful administrative experience at the school or district level required.

• Experience administering or coordinating federal or state grant programs preferred.

• Experience with budget development and fiscal management preferred.

• Experience in school improvement planning, program evaluation, or curriculum leadership preferred.

Education:

• Master's Degree or higher from an accredited college or university.

• Kentucky certification for school or district administration.

LICENSES AND OTHER REQUIREMENTS:

• Possession of certification as required by Kentucky law.

TERMS OF EMPLOYMENT: Salary and work year to be established by the Board and reflected in district salary schedules and individual employee contract.
