Position Summary:

This position reports to the Director of Engineering and requires extensive local knowledge of the Southern California market, including public agency requirements, customer expectations, and regional traffic control practices. The Engineering Project Lead serves as a senior technical resource and primary point of contact for key customers in the region. The position leads, organizes, reviews, and participates in plan production; provides expertise in complex traffic control design, workload prioritization, and quality control; and helps ensure work quality, timely delivery, and adherence to department standards and established policies and procedures.

Distinguishing Characteristics:

The Engineering Project Lead is similar to the Traffic Control Design Lead in providing advanced technical review, design support, quality control, and direction to the design team. The position is distinguished by its greater emphasis on Southern California market expertise, direct customer coordination, and responsibility for technically complex regional work. The incumbent serves as a primary customer-facing technical resource, coordinates project requirements and priorities with customers and internal teams and applies extensive knowledge of Southern California agency standards and permitting expectations. The role acts as project lead for complex TCPs and may support Traffic Signal Plans and Signing & Striping Plans. Work is judged primarily on overall results, technical accuracy, customer responsiveness, and successful coordination of assigned regional work.

Position Duties:

• Lead and participate in the preparation and review of complex traffic control plans, including multi-phase, major construction, and other technically challenging projects.

• Review and approve Traffic Control Plans for safety, accuracy, completeness, constructability, and compliance with applicable public agency and departmental standards.

• Serve as a subject matter expert for Southern California traffic control design, including local agency requirements, regional practices, and customer-specific standards.

• Serve as a primary technical point of contact for key Southern California customers and coordinate project requirements, priorities, revisions, and delivery expectations.

• Lead challenging design projects and provide technical direction and design assistance to other team members.

• Coordinate with customers, TCP Administrators, Project Managers, Engineering Management, estimating, and design staff to support efficient project delivery and workload prioritization.

• Apply and maintain public agency and internal department standards and help ensure consistent application across Southern California work.

• Prepare and coordinate plan revisions based on customer and/or public agency feedback, including resolution of complex technical comments.

• Provide technical support for Traffic Signal Plans and Signing & Striping Plans when required by project scope.

• Assist with coaching and training designers on Southern California agency requirements, complex design conditions, and quality expectations.

• Understand and comply with applicable billing requirements and assign accurate billing codes to completed plans.

• Assist estimating and project management teams with technical scoping, quotes, feasibility, and plan ETAs as necessary.

• Provide feedback on plan quality and designer performance for management documentation and support consistent tracking of performance metrics.

• Meet or exceed project and team deadlines while maintaining quality and customer responsiveness.

• Perform related duties as required.

Minimum Qualifications:

• 5+ years of experience preparing Traffic Control Plans in California, with substantial experience in Southern California.

• 3+ years of experience creating Traffic Control Plans in AutoCAD.

• Demonstrated experience with complex TCP design and review, including multi-phase and/or multi-jurisdictional projects.

• Demonstrated working knowledge of Southern California public agency traffic control requirements and review processes.

• Experience communicating directly with customers and public agencies regarding technical plan requirements, revisions, and project delivery.

• ATSSA TCDS Certification or ability to obtain within 6 months.

Desired Qualifications:

• B.A. or B.S. from accredited university

• Engineer-in-Training Certificate

• Experience preparing or reviewing Traffic Signal Plans and/or Signing & Striping Plans.

• Mostly indoor office environment with windows.

• Prolonged time is spent sitting at a desk working on a computer

• Must be able to lift up to 15 pounds at times.
