We’re seeking an Operational Compliance Analyst who enjoys solving problems, improving systems, and helping organizations operate more efficiently. Position Overview
The Operational Compliance Analyst serves as RTGFL’s operational performance and compliance resource. This position evaluates construction, rehabilitation, disaster recovery, and housing operations to ensure projects are delivered efficiently, consistently, and in compliance with organizational policies, funding requirements, contracts, and applicable regulations.
Working across multiple departments, this role analyzes operational performance, strengthens internal controls, identifies risks, improves workflows, and develops recommendations that enhance accountability and organizational effectiveness.
This position is ideal for someone who enjoys identifying opportunities for improvement, developing practical solutions, and using data to drive better organizational performance.
What You’ll Do
Operational Compliance
• Monitor rehabilitation, construction, and housing projects from award through closeout.
• Review project files to ensure compliance with grant, contract, and organizational requirements.
• Verify documentation supporting project eligibility and expenditures.
• Ensure projects remain audit-ready throughout the project lifecycle.
• Monitor procurement and funding compliance.
Operational Analysis & Process Improvement
• Evaluate workflows and operational processes.
• Identify opportunities to improve efficiency and consistency.
• Develop and recommend Standard Operating Procedures (SOPs).
• Support implementation of process improvements.
• Identify operational risks and recommend corrective actions.
Financial & Grant Compliance
• Monitor expenditures against approved funding sources.
• Review project costs for compliance with grant and contract requirements.
• Coordinate with Finance regarding project reconciliations.
• Monitor grant allocations, leverage, and funding compliance.
• Assist with financial reporting and compliance documentation.
Contract Administration
• Review project contracts and supporting documentation.
• Monitor contractor compliance with contractual requirements.
• Assist with change order documentation.
• Track contract deliverables and reporting deadlines.
Reporting & Performance Analysis
• Develop dashboards and executive reports.
• Analyze operational performance metrics and KPIs.
• Present findings and recommendations to leadership.
• Utilize Salesforce, Excel, and reporting tools to support organizational decision-making.
Quality Assurance
• Conduct operational compliance reviews.
• Perform project file audits.
• Identify trends and recurring compliance issues.
• Recommend improvements that strengthen operational performance.
What We’re Looking For
Required Qualifications
• Bachelor’s degree in Business Administration, Finance, Accounting, Construction Management, Public Administration, Project Management, Organizational Leadership, or a related field.
• Three (3) or more years of experience in operational analysis, compliance, project management, grant administration, construction management, auditing, or a related field.
• Strong analytical and problem-solving skills.
• Excellent written and verbal communication abilities.
• Advanced Microsoft Excel skills.
• Ability to manage multiple priorities while maintaining exceptional attention to detail.
Preferred Qualifications
• Experience with HUD, HOME, CDBG, SHIP, FEMA, or other government-funded programs.
• Affordable housing or nonprofit experience.
• Experience with Salesforce and SharePoint.
• Process improvement experience.
• Internal audit or compliance experience.
