King and Queen County, Virginia is accepting applications for the full-time position of Multifunction Coordinator. This position is a member of the Human Resources Team and reports to the Director of Human Resources. A Multifunction Coordinator is a versatile administrative role responsible for managing and coordinating multiple functions across different departments within the County, often handling tasks related to operations logistics, events, project management, and administrative support.

The employee in this role will also serve as the Deputy Registrar providing support, office coverage, and assistance with all matters related to the election process including preparation for elections, during elections, and post-election work. This position requires strong organizational skills, adaptability, and the ability to juggle diverse responsibilities simultaneously.

GENERAL DEFINITION AND CONDITIONS OF WORK:

The Multifunction Coordinator position requires considerable flexibility, adaptability, and the capacity to work in various Departments with multiple Directors, the County Administrator, and Constitutional Officers throughout the County. While the majority of the tasks are administrative and are performed indoors in an office setting, some projects and events may require working outdoors, and lifting, pushing, pulling up to 25 pounds. Some projects require extended periods of sitting and working on tasks that require computer skills and prolonged periods of concentration on projects and assignments to meet deadlines. This position requires face to face interaction and phone contact with customers on a regular basis.

ESSENTIAL FUNCTIONS/TYPICAL TASKS (Multifunction Coordinator):

• Communicating with management about project, event, expectations and goals.

• Collaborating with management, finance, and other team members on budgeting and allocating funds for a project or event.

• Managing deadlines and progress across the team to ensure the project/event is delivered on time and on budget.

• Organizing third-party providers and vendors to deliver elements that can’t be produced in-house.

• Overseeing the delivery of projects and adjusting as necessary to ensure they are delivered to specifications and high standards.

• Collecting and analyzing feedback to gauge satisfaction and success.

• Participation in cross-training functions for development and employee coverage.

• May perform in various roles for employee coverage throughout the county.

• Provides assistance and support with FOIA requests as requested by Departments.

• Files and records management for county departments.

• Performs administrative support functions as needed to support departments of the County.

• Other duties as assigned by the employee’s Supervisor or County Administrator.

ESSENTIAL FUNCTIONS/TYPICAL TASKS (Deputy Registrar):

• Assists the General Registrar in planning, organizing, and directing the full range of voter registration activities including processing applications, maintaining the voter registration database, conducting list maintenance, and ensuring compliance with the National Voter Registration Act (NVRA), the Help America Vote Act (HAVA), and applicable Virginia state law.

• Assists with the preparation, conduct, and certification of all elections including primary, general, special, and local elections; coordinates the recruitment, training, and assignment of election officers; manages the logic and accuracy testing of voting equipment; and ensures proper chain of custody for ballots, equipment, and election materials.

• Assists with the administration of absentee voting and in-person early voting programs; processes absentee ballot applications; coordinates secure ballot distribution, return, and canvassing in accordance with deadlines established by the Virginia Department of Elections (ELECT) and the Code of Virginia.

• Assists with serving as a primary point of contact for voters, candidates, political committees, and the public on matters related to voter registration, ballot access, campaign finance disclosure, and election procedures; resolves complaints and inquiries with tact and accuracy.

• Participates in election planning meetings, training programs, and conferences sponsored by the Virginia Department of Elections, the Virginia Association of Electoral Boards and Registrars (VRAV), and the Election Assistance Commission (EAC); remains current with changes in election law, voter registration systems, and voting technology.

• Excellent communication skills: Clear and concise communication both verbally and in writing with diverse stakeholders.

• Adaptability: Flexibility to handle changing priorities and unexpected situations.

• Proficiency in technology: Expertise in project management software, collaboration tools, and office applications.

• Attention to detail: Ability to maintain accuracy in tasks and deliverables.

• Problem-solving skills: Identifying and resolving issues proactively. • Verbal and written communication for understanding project requirements and explaining these needs to employees and third-party providers

• Attention to detail to ensure all specifications are met

• Problem-solving abilities to correct any challenges or inefficiencies for the best results

• Decisiveness and good judgment to address pressing project matters when time is limited

• Organization and time management to manage multiple tasks, sometimes for multiple projects, at once

• Goal setting to set realistic deadlines and strategize daily, weekly, monthly and quarterly progress.

EDUCATION AND EXPERIENCE:

Bachelor’s degree in business, finance, hospitality management, project management, event management, human resources, and/or related experience that provides the knowledge, skills, and abilities to perform the functions and tasks of the position.

SPECIAL REQUIREMENTS:

Flexibility in work schedule. Must be willing to occasionally work evenings and weekends.

Deputy Registrars must take an oath of office.

Background Check and drug test.

Participates in emergency response operations as required in a declared emergency by County officials.
