About this role

Job summary

The S117 All Age Lead is a senior leadership role in the ICB, providing strategic, operational, and professional leadership for the delivery, governance, and transformation of Section 117 (Mental Health Act) aftercare services across all ages. Reporting to the Head of All Age Continuing Care, the postholder ensures the ICB meets its statutory responsibilities while delivering high-quality, person-centred, and financially sustainable services.

To maintain Section 117 function, maintaining oversight of all eligible individuals for whom the ICB is the responsible commissioner, including those transitioning from children's services. As the organisation's subject matter expert, the postholder provides advice on legislation, policy, governance, complaints, appeals, and legal matters to senior leaders, clinicians, commissioners, providers, and partners.

Working collaboratively with system partners, the postholder drives service improvement, integrated pathways, and better outcomes for people with mental health needs, learning disabilities, and autism. The role leads complex commissioning, financial oversight, service redesign, quality improvement, and governance to ensure services remain legally compliant, clinically effective, and deliver value for money andalso leads a specialist team, providing management, leadership, and support on complex cases while overseeing performance, risk, governance, and strategic programme delivery to improve outcomes across the system.

Main duties of the job

The postholder will work across Cambridgeshire and Peterborough to deliver the ICB's statutory responsibilities for s117 Aftercare:o manage the ICB's responsibilities for complex packages of care for people with mental health needs, learning disabilities and autismo be able to deliver work in a high pressured and fast paced environmento provide expert leadership of the Mental Health Act Section 117 (S117) aftercare and complex placements functions, including joint meeting decisions, budget monitoring and liaison with providers and local authoritieso lead on improvement programmes and implementation of new processeso line manage staff in the team

Person Specification

Qualifications Essential

Educated to level of experience in a relevant field (e.g. health, care, public services, management, or related discipline). Registered MH and/or Learning Disability Nurse Significant experience at Senior Management (sub board) within the NHS, public sector, or a comparable complex system.

Knowledge and Experience Essential

Extensive knowledge of mental health, learning disabilities and autism, acquired through post graduate diploma or equivalent experience or training Extensive knowledge of S117 aftercare (Mental Health Act). Management experience in a complex, multi-agency environment, ideally within health and care commissioning. Experience of leading in a politically sensitive environment and balancing competing demands with diplomacy and sound judgement Demonstrable success in delivering programme change, transformation, and integration.

Skills Essential

Clear and effective communication and influencing skills, with the ability to convey complex issues clearly and persuasively to diverse audiences. Developed analytical skills and the ability to interpret complex data to inform strategy, decision-making, and performance improvement Skilled in managing complexity and ambiguity, making sound decisions under pressure, and maintaining focus on long-term goals while managing immediate challenges.
