Job SummaryThe purpose of this position is to exercise direct supervisory control and management authority for the day-to-day operations of the Medical Administration Service. This position will include daily interaction with members of the facility's Executive Leadership Team, their Executive Assistants, support staff and facility Service Chiefs.

QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/12/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with VA Medical Administration/Health Administration responsibilities like - Benefit travel, Consult Scheduling and Management, Staffing, Revenue Cycle, Workload/Data Capture, Clinical Contact and Call Center. Federal Supervisory experience Provide excellent Customer Service to internal and external customers Communicate well with Leadership and subordinate staff Demonstrated ability to lead and direct a large, diverse work group and achieve actionable results. Physical Requirements: This factor covers the requirements and physical demands placed on the employee by the work assignment. This includes physical characteristics and abilities (e.g., agility or dexterity requirements) and the physical exertion involved in the work (e.g., climbing, lifting, pushing, balancing, stooping, kneeling, crouching, crawling, or reaching). Factor Level 8-1 is met. The work does not require unusual physical demands. Selectee may occasionally carry light objects such as books, files, and papers; some walking, standing and bending may be required. The work required does not inherently include any physical requirements essential for successful job performance that could not otherwise be performed with accommodation or workplace adjustment. A pre-placement physical examination is not required.

Major DutiesDirects Health Administration Service programs in broad business practices such as member services; revenue cycle management; purchased care; workload and clinical data capture; resource allocation; health information management; and clinical administrative management support. Thorough knowledge of business operations functions within a medical facility, including contract management resources acquisitions, and financial management, and quality improvement principles. Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes. Develops both long and short- range policies and plans for the Service to advance business practices that support patient care and delivery of health benefits. Incumbent is responsible for making and implementing decisions directly affecting patient care and makes recommended administrative planning decisions to senior management. Provides leadership for advancing business practices that support patient care and delivery of health benefits. Represents a single accountable authority for developing administrative processes and policy to conform to national regulations and directives. Develops internal review systems and standards within the Medical Administration Service, and assures that the patients administrative activities which are interrelated with clinical services follow these standards. Develops both long and short- range policies and plans for the Service to advance business practices that support patient care and delivery of health benefits. Provides active and well informed administrative participation in planning for the delivery of health care by taking the initiative to identify needs and potential issues/ concerns devising flexibilities in operations and constructive, cost-effective approaches to the resolution of problems, and participates in the formative stages, in overall facility managerial planning so as to assure that an awareness of medical administrative issues and implementations are considered and influence management decisions. Establishes and maintains good relations with applicants, Veterans, patients, their families and visitors to promote an understanding of the VHA rules of eligibility, and creates an atmosphere conducive to quality patient care. Responsible for assuring that administrative support is provided to the outpatient, procedure, emergency department, and inpatient areas of the facility. Work Schedule: Monday-Friday 7:30am-4:00PM, subject to change based on the needs of the facility. Telework: Telework eligibility will be discussed during the interview process.
