Job SummaryThis position is located in an Area Office in USDA/Rural Development (RD). Incumbent serves as a key member of the Idaho State Director's staff, participating fully in the planning, development, and implementation of rural development and assistance programs. One selection for each location.
QualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below . Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS-13 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrate thorough knowledge and understanding of complex mortgage loan making/servicing and credit principles and practices in order to assess the fundamental soundness of loans; independently examine applications, supporting documents, and credit reports; maintain servicing activities on a variety of mortgage loans; and skill in directing and evaluating employees. Experience may have been gained in such work as reviewing and passing on applications for a variety of loans or by servicing a loan portfolio; analyzing financial information provided by loan applicants, determining eligibility for loans and repayment ability; reviewing and approving applications; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation, or similar work. Experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties and supervise employees who perform these duties which are in or typically related to the work described above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Major DutiesProvides leadership in implementing the community development principles of the mission area.Working with local leaders, develops specific community-based plans for rural and economic developing within the communities in the area of jurisdiction.In collaboration with other agencies and private lenders develops approaches and methods for funding planned improvement efforts including RD loans and grants coupled with financial assistance from other agencies and private lendersRequirementsYou must be a US Citizen or US National.
