Job SummaryThis position is located in Short Term ATC/Reservations (TOAA), Real Time Commercial Operations (TOA), Real Time Operations (TOR), Transmission System Operations (TO), Transmission Services (T), Bonneville Power Administration (BPA). A successful candidate in the Supervisory Public Utilities Specialist position will serve as the supervisor of the Short Term ATC and Reservation desk team responsible for planning, supervising, and leading programs, systems, and work processes.
QualificationsSPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-13] in the Federal service. Specialized experience for this position is defined as experience 1) managing, processing, or evaluating commercial products within the Open Access Transmission Tariff; 2) evaluating or documenting use of Available Transfer Capabilities (ATC); 3) evaluating, drafting, or implementing business procedures to ensure commercial transmission and operational activities complied with federal energy regulations and industry rules. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Major DutiesAs a Supervisory Public Utilities Specialist, you will: Plan work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work. Make decisions on work problems presented by subordinates and by contractors Identify developmental and training needs of employees and provides or arranges for needed development and training. Provide expertise for developing and implementing solutions to emerging operations challenges that sustain or enhance reliable and economical Transmission Service to the region and BPA Customer. Provide technical expertise in determining the tools, systems and processes required to gather and analyze data necessary to optimize BPA systems for both transmission inventory.RequirementsIn accordance with Executive Order 14170, applicants are encouraged to respond to four short, free-response, essay questions in the questionnaire.
