QualificationsTo Qualify for GS-11: You must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience in assisting with formulating an office budget; assisting in preparing narratives for budget or amending prior year narratives; assisted in the Federal budget process and application of laws and guidelines which define and govern the operations of federal agencies in the formulation, presentation, and execution of the Federal budget. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related OR You may combine specialized experience and education to meet the minimum qualifications. To Qualify for GS-12: You must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience in formulating an office budget; demonstrated experience in preparing narratives for budget presentation to Congress; experience in the Federal budget process and application of laws and guidelines which define and govern the operations of federal agencies in the formulation, presentation, and execution of the Federal budget. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by close of this announcement.

Major DutiesThis position is located within the Department of the Interior, Bureau of Reclamation, Wyoming Area Office in the Administrative Services Division. At the full performance level (GS-12) the major duties of this position include, but are not limited to the following: 1. Responsible for the formulation and execution of the Wyoming Area Office budget. 2. Performs in-depth, analysis on budget requests and provides feedback to program managers by employing techniques such as cost-benefit analysis, program tradeoffs and exploring alternative methods of funding. Feedback analysis would need to include rationale, obligations, appropriation authorities, and previous commitments. 3. Prepares month-end fund utilization reports to keep program managers and management advised on the current status and availability of funds within program accounts 4. Regularly analyzes, for trends or irregularities, documents reported from the accounting system and develops various forecasts and makes recommendations for management to review to promote efficient and maximum use of available funding. 5. Prepares/presents recurring and non-recurring actual and budgeted financial information for third party entities including power customers, municipalities, Indian tribes, state agencies, and water user districts. The Bureau of Reclamation has determined that the duties of this position is suitable for telework and may be allowed to telework with supervisor approval. Upon completion of your probationary period or trial period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
