Job SummaryThis position serves as Medical Records Administration Specialist, in the Health Information Management Services department at the Crow Service Unit a critical access hospital. Incumbent plans, directs and evaluates the HIMS department and supervises technical and administrative staff responsible for medical records process. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).

BASIC REQUIREMENT(S): Individual Occupational Requirements Education: Successfully completed training in an approved school for medical records technicians equates to 1 year of general experience. No credit may be given for partial completion of such training. Successful completion of a bachelor's degree in a medical records administration educational program accredited by the American Health Information Management Association (AHIMA) and the American Medical Association's Committee on Allied Health Education and Accreditation (CAHEA) meets the requirements for GS-5 positions. Successful completion of the requirements for a bachelor's degree (in any field) and 1 year in a medical records administration educational program accredited by AHIMA and CAHEA meets the requirements for GS-7. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-12: 1-year equivalent to at least next lower grade level. Specialized Experience Examples of qualifying specialized experience include: Planning, developing, and directing a medical records program for a health care facility that meets both institutional goals and standards of accrediting agencies. - Evaluating and analyzing the organization and operation of medical records services, including medical records and indexes, and recommending and/or implementing appropriate revisions and modifications. - Assisting medical and administrative staff in evaluating the quality and appropriateness of patient and health care services. - Designing information systems to collect, analyze, monitor, report, and maintain privacy and confidentiality of patient and institutional data for health care related programs, and evaluating and implementing changes to assure the reliability of data. - Developing and implementing policies and procedures for processing legal medical documents and insurance and correspondence requests in accordance with Federal, State, and local statutes. NOTE: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.

Major DutiesSupervises and manages seven coders and five medical records technicians and one HIM CAC that work in three locations. The incumbent plans, assigns work, evaluates performance, hires staff, recommends promotions, takes disciplinary actions, resolves grievances, identifies training needs and schedules employees / approves leave. Program Management - Directs the Health Information Management Program; Establishes departmental priorities; Monitors regulatory compliance; Ensures compliance with HIPAA, Joint Commission, CMS, IHS Policy, Federal Records requirements, Clinical Documentation and Improvement. Advises executive leadership, resolves difficult HIM issues; Provides leadership to clinical staff, IT and CAC regarding interdisciplinary HIMS issues/ questions. RPMS/EHR modernization, privacy investigations, data analytics and revenue cycle initiatives.
