About this role
無國界醫生是一個獨立的國際醫療人道救援組織,致力為受武裝衝突、流行病與傳染病和天災影響,以及遭排拒於醫療體系以外的人群提供緊急醫療援助。無國界醫生只會基於人們的需要提供援助,不受種族、宗教、性別或政治因素左右。無國界醫生台北辦公室目前正在招募1位對無國界醫生的宗旨及國際人道事務有興趣的人資專員加入我們的團隊。
人資專員
人資專員直屬於人資經理,負責協調人才及員工發展相關工作,包括人才招募、學習與發展及員工關係,透過提升組織能力及員工體驗,支持無國界醫生(台灣)實踐組織使命。
主要工作內容:
• 規劃及協調教育訓練、新進員工學習旅程及績效管理相關工作,支持員工發展及組織學習。
• 負責指定職位之招募流程,並協助招募活動及人才招募推廣相關工作,提供良好的候選人體驗。
• 協調員工到職、試用期及離職等人力資源相關作業,協助新進同仁順利融入組織並支持其發展。
• 協助規劃及執行員工關係及員工活動,打造正向且具凝聚力的工作環境。
• 協調及執行志工及實習生相關計畫,包含實習生招募、校園合作及計畫執行,提升參與體驗及組織連結。
• 持續優化所負責的人力資源流程及服務,提升營運效率、服務品質及員工體驗。
資格:
• 學士以上學歷,人力資源、企業管理、管理、心理、教育、人文社會科學或相關科系。
• 具人力資源、人才發展、教育訓練或組織發展相關專業證照者尤佳。
• 具兩年以上人力資源相關工作經驗,具招募、到職管理、教育訓練、員工關係或人才發展經驗尤佳。
• 具校園招募、實習生計畫、志工管理或雇主品牌推廣經驗者尤佳。
• 具NGO、國際組織或跨文化工作經驗者尤佳。
• 熟悉招募流程、新人到職、教育訓練、員工生命週期及人力資源實務。
• 具台灣勞動基準法及相關勞動法規之基本知識。
• 熟悉人才發展、績效管理及員工關係相關實務者尤佳。
• 具良好的人際互動及溝通能力,能與員工、候選人及內外部利害關係人建立良好合作關係。
• 具良好的規劃及協調能力,能同時管理多項工作並有效推動。
• 主動積極、具服務導向,能獨立作業並與跨部門團隊合作。
• 具新人訓練及教育訓練活動之引導與簡報能力。
• 工作細心,能維護完整且正確的人力資源相關資料。
• 具良好中英文聽說讀寫能力。
• 認同無國界醫生之使命與核心價值。

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. Office Human Resources Officer
Under the supervision of the OHR Manager, the OHR Officer coordinates talent and employee development initiatives across the employee lifecycle, including recruitment, learning and development, and employee engagement, to strengthen organisational capability and employee experience in support of MSF Taiwan's mission.
Major Responsibilities
• Coordinate learning and development programmes, onboarding learning journey and performance management activities to support employee development and organisational learning.
• Manage recruitment processes for assigned positions, while supporting recruitment campaigns and talent attraction initiatives to attract suitable talent and deliver a positive candidate experience.
• Coordinate employee lifecycle activities, including onboarding, probation and offboarding, to support successful employee integration and development.
• Support the planning and implementation of employee engagement initiatives and activities to foster a positive and collaborative workplace.
• Coordinate and implement volunteer and internship programmes, including internship recruitment, campus partnerships and programme delivery, to enhance participant experience and strengthen organisational connection.
• Continuously improve assigned HR processes and services to enhance operational efficiency, service quality and employee experience.
Requirements
• University degree in Human Resources Management, Business Administration, Management, Psychology, Education, Humanities, Social Sciences or other related disciplines.
• Professional qualifications related to Human Resources, Talent Development, Learning & Development or Organisational Development are an advantage.
• Minimum 2 years of relevant Human Resources experience, preferably in recruitment, onboarding, learning and development, employee engagement or talent management.
• Experience in campus recruitment, internship programmes, volunteer management or employer branding initiatives.
• Experience working in NGOs, international organisations or multicultural environments.
• Good understanding of recruitment processes, onboarding, learning and development, employee lifecycle and HR best practices.
• Basic knowledge of Taiwan Labour Standards Act and employment-related regulations.
• Knowledge of talent development, performance management and employee engagement practices.
• Strong interpersonal and communication skills with the ability to build positive relationships with employees, candidates and stakeholders.
• Strong organisational and coordination skills with the ability to manage multiple activities simultaneously.
• Proactive, service-oriented and able to work independently while collaborating effectively across teams.
• Good facilitation and presentation skills for onboarding and learning activities.
• Strong attention to detail and ability to maintain accurate HR records.
• Good command of spoken and written Chinese and English.
• Clear commitment to the aims and values of Médecins Sans Frontières.
