Project Overview:
Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure GlobalBusiness Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects.As the #1 LNG EPC contractor by installed capacity, Bechtel has the capability to successfully deliver a broad range of LNG projects through our integrated EPC self-perform model, strategic partnerships, and proven experience in LNG project delivery. Partnering with Bechtel means lower cost, shorter delivery schedules, and greater certainty of outcomes for our customers.
Job Summary:
The Workforce Development Training Coordinator is responsible for coordinating, delivering, and continuously improving craft training and competency programs supporting the Port Arthur LNG Project. This role will report to the Project Workforce Development Manager as part of the PALNG Workforce Services team. This position partners with Construction, Environmental Safety & Health (ES&H), Workforce Services and Project Leadership to ensure personnel receive required training, competency verification, and development opportunities that support safe and efficient project execution. Must be willing to work a flexible schedule if required, including, but not limited to nightshift, split shift, or day shift. #LI-TH1
Major Responsibilities:
Maintains, coordinates, and supports Port Arthur LNG Project craft construction training programs.Maintains and ensures project training programs are consistent with overall Gulf Coast initiatives.Facilitates, coordinates and monitors classes and facilities in line with project and functional expectations.Provides training to project personnel of all levels, including Professional Staff, Craft, Subcontractors, Vendors, Clients, and Visitors.Performs project orientation and craft training on their area(s) of expertise.Prepares craft training as identified by construction, Workforce Services, or other project teams.Assists in the development of training programs which promote compliance to Environmental Safety & Health (ES&H) core processes and Standard Work Processes and Procedures (SWPP's).Communicates craft training needs with and makes recommendations to the Project Workforce Development Manager for consideration of additional program development or project support.Builds effective working relationships with project personnel to identify and forecast training needs.Communicates feedback from project personnel regarding training needs to appropriate supervisor.Conducts Verifications of Competency (VOC) on equipment as needed.Conducts Competency to Operate (CTO) Evaluations as needed.Ensures records are promptly submitted for data entry and record retention based on project requirements and assists with data entry of training records as needed.Performs trade testing or competency verifications for manual workers in one or more areas of expertise.Obtains and maintains required credentials needed to conduct classes and verify competencies such as NCCER, 3M, CTS, or other agencies.Ensures that the training and assessment programs are consistent with Project expectations and industry best practices such as National Center for Construction Education and Research (NCCER) and/or Craft Assessment Program guidelines.Evaluates training effectiveness and recommends improvements to instructional methods, course content, and competency verification processes.
Education and Experience Requirements:
Requires bachelor's degree (or international equivalent) and 1 year of relevant work experience or 4-5 years of relevant work experience. Large construction site experience is required. The right to work and remain in the United States.
Required Knowledge and Skills:
Strong analytical and strategic planning skills: able to prioritize, balance short and long-term priorities.Working knowledge of industrial construction industry.Effective interpersonal skills.Understanding of adult learning techniques and methods for instructing diverse groups of students.Proficiency with Microsoft Office Suite programs including Word, Excel, Outlook, PowerPoint, Teams, and SharePoint.Knowledge of industry standards and best practices regarding industrial construction and workplace safety.Ability to adapt to changing project conditions, workforce needs, and training demands.Strong attention to detail, especially regarding records and documentation.Able to work independently and collaboratively with project departments and client representatives.Ability to modify instructional techniques based on audience.Ability to handle confidential or sensitive employee training information appropriately.Strong organizational skills with the ability to manage multiple classes, records, schedules, and priorities simultaneously.
