We are seeking an experienced and dynamic Programme Director - Neighbourhood Health Gloucestershire GP Collaborative to lead and coordinate the delivery of key transformation programmes across Neighbourhood Health in Gloucestershire.
The successful candidate will provide strategic leadership on behalf of the Gloucestershire Provider Partnership (GPP) to support the newly established GP Collaborative, ensuring it operates effectively and delivers on its commitments to members, partners, and stakeholders. The role will be instrumental in shaping and delivering a shared vision for General Practice across Gloucestershire, driving system-wide improvements, strategic alignment, and successful programme outcomes.

Reporting to the Head of Strategy and Transformation (Gloucestershire GP Collaborative), the post holder will work closely with the Programme Director for Mental Health, the Programme Director for Urgent and Emergency Care, and the Head of PMO for the Gloucestershire Provider Partnership. Accountability for programme delivery will be shared across the Gloucestershire Provider Partnership, requiring strong leadership, collaboration, and stakeholder management skills to deliver strategic objectives and sustainable improvements across the health and care system.

We operate on a not-for-profit basis: any profits are redistributed into primary care in Gloucestershire.
We are a limited company run by a Board of Directors, most of whom are experienced local GPs.
We run a number of GP practices, as well as some other services for the whole county.
In Gloucester we run 9,500 patients at Gloucester Health Access Centre/Matson Lane (9,500 patients) and Partners in Health (12,400).
In the Forest of Dean, we run two practices, both of which are dispensing: Lydney (7,500 patients), and Blakeney (3,200 patients).
From 1 August 2025, G DOC will be running Coleford Medical Practice dispensing: (13,600) patients.
Our countywide services include:
G DOC is running a Covid Medicines Service to help and support the high-risk patients in Gloucestershire.
Over 17,000 primary care appointments each year at Gloucester Health Access Centre for patients who may need to be seen the same day when their own practice is already full, or who do not have a registered GP. GHAC is open 8am8pm, 365 days a year.

Main duties of the role
The Programme Director - Neighbourhood Health will assume leadership and co-ordination in the delivery of high-priority transformation programmes within Neighbourhood Health across Gloucestershire, ensuring strategic alignment, operational effectiveness, and timely achievement of system-wide outcomes on behalf of the GPP.
The Programme Director will assume a lead role in the strategic development, design and delivery of Neighbourhood Health, including:
Collaborate with system partners to lead the design of the Neighbourhood Health model, with GP Collaborative members, the Provider Partnership and system colleagues across health, social and voluntary care. The approach should be grounded in addressing health inequalities and creating the three shifts as described in the national Neighbourhood Health framework.
The development and implementation of proactive neighbourhood health care operating models across the county, through adopting an approach of change led through local teams (in localities and Primary Care networks), with an initial focus on priority populations including those living with frailty. The post holder will ensure there is a clear vision for change, actionable delivery plans, and robust governance arrangements in place.
As a core part of neighbourhood health lead the development of long-term condition care models to proactively support people with multiple long-term conditions. This covers the development of case finding techniques, integrated working across primary, community and secondary care and alignment with wider support across the care system.
Facilitate an approach that enables colleagues across health and care to collaborate on integrated neighbourhood model design and delivery. This should include aligned approaches for enabling activities such as population health, business intelligence, workforce, finance, digital and estates.
Embed existing practice and/or learning from operating models in Gloucestershire, alongside bringing in innovative practice from Neighbourhood approaches nationally and internationally.
Ensure the approach to design and delivery of Neighbourhood models is founded in sustainable change, recognising the expertise from across health, care and voluntary sector organisations; alongside co-production and delivery with our communities.

Person Specification
Qualifications Essential
Master's degree or equivalent level experience. Evidence of ongoing continuous professional development. Management qualification or completion of a recognised senior leadership development programme, or equivalent experience.
Desirable
Holds and maintains a relevant professional qualification. Holds a recognised programme management qualification (e.g. MSP or equivalent).
Experience Essential
Significant experience of planning, directing and delivering complex transformation and change programmes of work.Broad experience of working in a multi- professional environment at a senior level, demonstrating the ability to manage and understand the professional and other requirements of a multi-disciplinary team. Extensive experience of working as a member of a senior team in a complex organisation. Significant experience of strategy, development and planning processes Experience of multi-agency partnership working and working constructively across organisational boundaries, building productive relationships. High-level budget management experience. A successful record of developing and maintaining a positive improvement culture underpinned by knowledge of improvement techniques and driving effective performance and acting upon service evaluation. Experience leading service design in line with best practice. Experience in developing plans for and delivering on the management of public and political aspects of service change. Proven experience of managing, motivating, empowering and working with senior teams to deliver objectives and ensure there is a shared vision and values within that team.
