About this role

Job summary

The Deputy Director of Estates and Facilities (Operational Estates and Capital Delivery) is the Trust's accountable senior professional for the integrated delivery of operational estates, statutory compliance, assurance, risk and capital investment.

The post holder holds Trust-wide accountability for ensuring that capital delivery, operational estates services and statutory compliance are planned, prioritised and delivered as a single, coherent system that protects patient safety, service continuity and regulatory compliance.

The role acts as the Trust's accountable owner of the estates and capital governance framework, providing assurance to the Director of Estates and Facilities, Executive Team and Trust Board on risk, compliance, prioritisation and delivery outcomes.

Main duties of the job

1. To be the strategic and operational lead and manage the operational estates maintenance, capital construction and governance and assurance functions including the formulation of strategic long term development plans to be flexible and adapt to the changing needs of the Trust to ensure a safe and efficient environment is maintained.

2. The post is primarily responsible for Estates Services for host and partner Trusts.

3.Management and professional leadership of support services including for estates maintenance, gardening services, energy and environmental management, life cycle development planning and delivery, capital planning and delivery, electrical and mechanical engineering, water safety, asbestos management and associated services and for governance risk and assurance including statutory and mandatory compliance and annual Trust returns for ERIC and Premises Assurance Model (PAM).

4. Support the Trusts Representative in the management of the contract of the PFI site at Haywood Hospital, Stoke on Trent.

5.Contract development, negotiating, awarding, mobilisation and performance monitoring of Estates and Facilities support services provided through external contractors in partnership with procurement for Host and Partners.

Person Specification

QUALIFICATIONS & TRAINING Essential

Specialist professional knowledge via a degree or equivalent with additional knowledge such as that acquired through post graduate courses and experience to masters level. Member of a relevant recognised professional body (e.g. institute in relevant field such as CIBSE, IHEEM, RICS, IET, IOB)

Desirable

Masters or post graduate degree in engineering, architecture or building surveying. Energy Management qualification and experience (e.g. CIBSE low carbon consultant)

EXPERIENCE Essential

Delivering change management

QUALIFICATIONS & TRAINING Essential

Be willing to work towards a Chartered Engineer, Architect, Building Surveyor or similar relevant qualification through a relevant Institution (e.g. IHEEM, CIBSE, RIBA, RICS) In depth knowledge and experience of managerial, financial and strategic aspects of operational estates and capital delivery Management qualification to Masters (MBA, MSc etc) or equivalent experience.

Desirable

Previous knowledge of the NHS including the modernisation agenda Train as a lean certified leader within the Trust's agreed approach to quality improvement, QI (VMPS[1]), and maintain certified status annually. With other members of the collective leadership team of the group, sponsor quality improvement activities and ensure an active QI plan is delivered throughout the group, learning from the outcomes of related QI activities elsewhere in the Trust.

EXPERIENCE Essential

Extensive knowledge and experience of managing operational estates and capital delivery such as engineering, building, and other related subjects Management of both Operational Estates and Capital Works Considerable post qualification experience in operational estates and capital delivery

Desirable

Experience and knowledge of NHS standards e.g. HTM's, HBN's etc

SKILLS, KNOWLEDGE & ABILITIES Essential

Strategic thinker with excellent analytical skills Computer literate Ability to work and deliver under pressure Knowledge of market testing processes and benchmarking techniques Financial budget management knowledge and experience including tendering of major capital and planned maintenance works.

Highly developed negotiation and leadership skills Ability to demonstrate a proven track record in an associated discipline Ability to provide expert advice on a range of related issues to senior management, clinicians, trust board and others Wide knowledge of legislative issues Report writing skills Highly customer focussed/orientated Highly developed communication skills whether written, verbal or electronic.
