Job summary

Job Purpose

To manage the operational delivery of Enhanced Access (EA) services for the PCN ensuring compliance with the Network Contract DES and delivering a high-quality, patient-centred service that meets national and local access targets. Enhanced access appointments sit outside the ordinary work hours, usually between the hours of 4.00pm to 8pm Mondays to Fridays and between 9am and 5pm on Saturdays.

Main duties of the job

Service Management

Lead the day-to-day operations of the EA Hub, ensuring all services are delivered in line with PCN DES requirements and local commissioning arrangements

Develop, implement, and review Standard Operating Procedures (SOPs) for EA services, ensuring alignment with national policy and local priorities.

Oversee staff rotas, shift allocation, and resource utilisation to ensure optimal service delivery and continuity.

Oversee the setup and management of EA clinics within the clinical system (e.g., EMIS), ensuring accurate data capture and reporting.

Clinical rotas kept up to date and added to the EMIS system

Booking staff and locums for the clinics

Act as the first point of contact for EA Hub operational issues, liaising with the PCN Clinical Director, EA Clinical Lead,Network Manager, Practice Managers, and external partners.

1. Job purpose

To lead and manage the safe, efficient and high-quality operational delivery of the Primary Care Networks Enhanced Access service. The post holder will ensure that the service is appropriately staffed, accessible to patients, compliant with the Network Contract DES and local commissioning requirements, and delivered within agreed quality, workforce and financial controls.

The post holder will provide day-to-day operational leadership for the service, working closely with the Enhanced Access Clinical Lead, PCN Clinical Director, PCN Business Director, member practices, host sites, clinicians, administrative teams, commissioners and external partners.

The post holder is responsible for operational management. Clinical decisions, clinical supervision and clinical governance accountability remain with Clinical Director and the individual regulated clinicians.

4. Authority and decision-making

The post holder may make routine operational decisions within approved policies, budgets, workforce arrangements and delegated authority. Decisions involving material expenditure, changes to the commissioned service model, formal HR action, clinical governance, service suspension, significant information-governance risk or material contractual risk must be escalated to the appropriate PCN director or clinical lead.

The duties described are not exhaustive. The post holder may be required to undertake other duties that are reasonable, commensurate with the grade and consistent with the purpose of the role. The JD may be reviewed and amended following consultation to reflect changes in service requirements.

6. Working pattern and mobilityEnhanced Access services are delivered outside core general practice hours, including weekday evenings and Saturdays. The post holder will be required to work flexibly across the week, including planned attendance during Enhanced Access operating hours. The frequency of evening and Saturday work, any on-call or escalation arrangement, and the application of time off in lieu or enhanced payments will be confirmed in the contract of employment. (Enhanced access appointments sit outside the ordinary work hours, usually between the hours of 6.30pm to 8pm Mondays to Fridays and between 9am and 5pm on Saturdays).

The role requires travel between Enhanced Access and member-practice sites. The post holder must be able to meet the travel requirements of the role.

Experience Essential

Essential Proven experience in healthcare management, preferably within primary care or a PCN setting. Skills Strong organisational, leadership, and communication skills. Ability to manage multiple priorities and work collaboratively with diverse teams. Knowledge Understanding of EA Hub Delivery requirements, PCN DES requirements, and NHS contractual frameworks Patient focused, adaptable, and committed to continuous improvement.

Desirable

Proven experience in healthcare management, preferably within primary care or a PCN setting Skills Strong organisational, leadership, and communication skills Ability to manage multiple priorities and work collaboratively with diverse teams Knowledge Understanding of EA Hub Delivery requirements, PCN DES requirements, and NHS contractual frameworks
