ALBANY COUNTY SCHOOL DISTRICT ONE Laramie, Wyoming JOB DESCRIPTION: Transportation Specialist POSITION SUMMARY: The Transportation Specialist is responsible for directing day-to-day operations of transportation programs and services; providing information and serving as a resource to the Transportation Manager; achieving defined objectives by planning, evaluating, implementing, and maintaining services in compliance with established guidelines. CHARACTERISTIC DUTIES AND RESPONSIBILITIES: The Transportation Specialist:

• Assesses incidents, complaints, and accidents for the purpose of reaching and/or recommending a resolution while meeting regulatory requirements.*

• Manages the activity/field trip program assigning trips and managing changes.*

• Collaborates with internal and external personnel (e.g. drivers, coaches, community members, etc.) for the purpose of implementing and maintaining services and programs.*

• Compiles data from a wide variety of sources (e.g. investigating complaints, scheduled maintenance, inspections, etc.) for the purpose of providing information to the district while ensuring the department remains in compliance with local, state, and federal regulations.*

• Conducts accident investigations (e.g. reviews events, prepares and submits accident reports, etc.) for the purpose of complying with legal requirements, insurance carrier procedures, and District policies.*

• Coordinates student transportation activities (e.g. routes are filled, updated, etc.) for the purpose of ensuring that district transportation needs are met.*

• Directs day-to-day operations of the department (e.g. drivers are on routes, substitutes available, etc.) for the purpose of providing services within established timeframes and district policies while remaining in compliance with local, state, and federal regulatory requirements.*

• Facilitates a variety of meetings (e.g. staff meetings, workshops, regulatory updates, etc.) for the purpose of identifying issues, developing recommendations, supporting other staff, and serving as a District representative.*

• Monitors related financial activities (e.g. budget allocations, expenditures, etc.) for the purpose of ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and fiscal practices are followed.*

• Participates in meetings, workshops, and seminars (e.g. staff training, regulatory seminars, etc.) for the purpose of conveying and gathering information required to perform functions.*

• Performs personnel administrative functions (e.g. evaluating bus drivers, etc.) for the purpose of maintaining necessary staffing, enhancing productivity of staff, and ensuring necessary department outcomes are achieved.*

• Prepares a wide variety of materials (e.g. maps, driver schedules, route reports, etc.) for the purpose of documenting activities and issues, meeting compliance requirements, and providing supporting materials for requested actions.*

• Researches a variety of topics (e.g. new bus routes, bus schedules, new equipment/ materials, etc.) for the purpose of developing new programs/services, ensuring program compliance with established requirements, securing general information, and responding to requests.*

• Responds to inquiries from a variety of stakeholders (e.g. department personnel, law enforcement, vendors, parents, etc.) for the purpose of identifying the relevant issues and recommending or implementing a plan of action that will efficiently resolve the issue.*

• Schedules regular inspections of all buses for the purpose of ensuring compliance with required bus driver reviews of their bus.*

• Other duties as assigned*

Minimum Qualifications Education

• High School Diploma, GED, or equivalent.

Experience

• Three years of progressively responsible experience in transportation operations, supervision, or a related field. Relevant training and school bus driving experience may be considered toward this requirement.

Certifications and Licenses

• Class B Commercial Driver's License (CDL) with School Bus and Passenger endorsements, or ability to obtain within a reasonable timeframe after hire.

• CPR/First Aid/AED certification.

SKILLS, KNOWLEDGE AND ABILITIES REQUIRED:

• Ability to operate standard office equipment including pertinent software applications.

• Ability to plan and manage projects.

• Ability to develop and maintain effective working relationships.

• Knowledge of state and federal laws, regulations, and requirements related to student transportation.

• Knowledge of personnel management, budgeting, accounting practices, and District policies and procedures.

• Knowledge of school bus operations, maintenance practices, inspections, and transportation safety standards.

• Ability to maintain confidentiality and handle sensitive information appropriately.

Employment Standards:

• Minimum of high school education or GED

• Must pass physical examination as required by U.S. Department of Transportation (DOT), Motor Vehicle Carrier Safety Regulations, 49 CFR 391.41 – 391.49. Physical may be required after severe illness, injury, or as supervisor's discretion.

• Each person who drives a school bus must receive training to obtain a valid Class B or higher Commercial Driver's License (CDL) with passenger and school bus endorsements as specified by the DOT requirements (ACSD#1 will assist hired candidates in training to obtain CDL.

• Be able to lift legal OSHA requirements of 50 lbs.

• Demonstrate the ability and physical dexterity to perform a DOT pre-trip inspection, I.e., bending climbing, stooping, reaching, crawling, etc.

• Physical ability test.

• Must have satisfactory driving record secured from the Wyoming Department of Transportation and maintain insurability.

• Must pass drug and alcohol test at the time of hire and random testing thereafter as required by DOT.

• Application must meet minimum standards for the school bus driver as outlined by the state of Wyoming, Department of Education.

• Must complete six (6) hours of training per year.

EVALUATION -Evaluation of this position shall be by the Transportation Manager.
