Job summary
The Pay, Reward and Employment Relations directorate is responsible for a programme of work that through partnership working with trade unions and employers, and other national stakeholders. The work of the directorate ensures that national pay and contractual provisions are implemented correctly and consistently by NHS organisations and that employers views on matters relating to pay, contracts and pensions are represented at national level.
Main duties of the job
As a Senior Programme Officer within the Pay, Reward & Employment Relations (Medical) team you will:
Engage with employers to identify their views on key policy developments relating to education and training, quality and standards and medical workforce supply. Assist team members in coordinating and providing the secretariat for national negotiations and discussions with trade unions. Support employers in understanding and implementing national policy and contractual obligations.

Job description Job responsibilities
Support with the delivery of agreed programme plans and assist in the completion of relevant reporting for programme delivery, identifying and utilising opportunities for collaboration and supporting the effective delivery of the programme within agreed timescales. Project managing specific pieces of work.Support the analysis of intelligence, trends and relevant research in the subject area to influence strategic decision making for the NHS.Identify, develop and maintain stakeholder relationships both internally and externally through cross team collaboration and engagement, listening to views and ideas to shape future programme development and delivery, and ensuring the employer position is clearly represented and understood. This will enable us to develop a stronger understanding of how current policies are impacting employers and will help the team to represent employers views in national discussions and negotiations.Overseeing and providing high quality secretariat for national meetings of employer and trade union representatives. This includes preparing agendas, requesting and drafting meeting papers, writing minutes, following up actions and project managing meetings.Manage networks, facilitating where required. Producing bulletins and newsletters in support of these networks.Develop and maintain new and existing resources and content to support the work programme including suggesting, promoting and celebrating examples of good practice and providing support to facilitate solutions in areas of key challenge. Amending and updating our website as necessary.Supporting the team to respond to queries from employers that related to medical and dental pay, reward and employment relations.Support the evaluation of the programme including collating feedback and supporting the adaption of the programme of work to meet the needs of the commissioner and employers.
Person Specification
Qualifications Essential
Broad understanding of the NHS and employment relations related topics including the ability to deal with terms and conditions and job evaluation related queries from employers
Has an understanding of the key programme area and key issues facing healthcare providers.
Ability to proactively drive work independently, work to tight deadlines and manage conflicting priorities.
Experience of producing written briefings, reports, webpage content.
Experience of engagement, facilitation and delivering presentations.
Experience of evaluating activity to demonstrate impact.
Ability to maintain effective and productive professional working relationships, both within and outside the NHS.
Desirable
Knowledge and experience of medical staffing processes, including: Maintaining High Professional Standards, job planning, revalidation, medical appraisal, rota management and recruitment of medical and dental staff.
