Job SummaryIf selected you will serve as the Chief of New World Screwworm (NWS) Stakeholder Engagement and are responsible for developing, planning, designing, and executing comprehensive stakeholder engagement strategies that support the Agency's overall mission, goals, and policies. This position reports to the supervisor of the NWS Communications and Partnerships team.

QualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. All applicants must meet the Basic Requirement outlined in the Education section below. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Collaborating with internal and external partners including federal agencies, contractors, and state governments on sensitive and complex topics to support organizational goals. Serving as spokesperson on program activities with the ability to present in a wide range of forums with senior-level industry, state partners, and international officials. Translating technical findings into policy-relevant recommendations and align them with long-term strategic goals. Appling scientific expertise to ensure initiatives are scientifically sound and effective while also balancing the needs of stakeholders. Using stakeholder feedback to assess operational performance, identifying solutions to optimize, and gaining buy-in from senior leaders to implement. Note: There is no education substitution for this grade level. TRANSCRIPTS are required. This position requires specific coursework or a degree in a specific field to be basically qualified. this education must have been successfully completed and obtained from an accredited school, college or university. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesThe duties may include, but are not limited to:Ensures that APHIS’ NWS response is closely coordinated with key stakeholders, state partners, and other Agency programs.Implements plans and strategies that result in effective response communication and coordination approach.Works collaboratively across multiple program areas to coordinate domestic and international partnerships ensuring transparency of response activities and a coalition of support.Makes recommendations and briefs leadership regarding stakeholder engagement strategy regarding day-to-day activities as well as long-term planning.Proactively identifies the need to shift activities based on data analysis, and presents the findings to leadership to gain Agency and Departmental support for operational activities that advance NWS eradiation.Applies scientific expertise to ensure that NWS communication and partnerships policies initiatives are scientifically sound and effective against the introduction and spread of the pest.Balances the needs of state partners and the U.S. livestock industry to ensure a well-rounded response.
