Minimum Qualification Requirements: To qualify for this position at the GS-12 grade level, you must possess one of the following minimum qualifications by close of the announcement: Specialized Experience: To qualify, you must possess one (1) year of specialized experience equivalent to at least the GS-11 level in the federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities needed to successfully perform the duties of this position. Examples of specialized experience include but are not limited to: Developing or implementing maintenance programs; Overseeing maintenance, repair, rehabilitation, or construction projects; Coordinating the work of contractors or maintenance personnel; Planning work and allocating resources; and Providing technical guidance or supervision related to facility operations. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Major DutiesAt the full performance level (GS-12) the major duties of this Supervisory Facilities Operations Specialist position include, but are not limited to the following: Serves as the facility management expert, providing technical support and leading the formulation and execution of long-range strategies for facility operations, maintenance, repair, rehabilitation, and development. Responsible for all maintenance operations, including supervision of five maintenance districts and coordination of maintenance programs and agency support activities. Actively participates in decisions affecting overall park management policy and operations; contributes to the development and implementation of park management documents; and evaluates maintenance programs affecting park operations to ensure compliance with approved management direction. Responsible for developing and implementing a park-wide maintenance operational efficiency program, a comprehensive maintenance and operations plan, and energy conservation practices. Performs supervisory duties including recruiting and recommending the selection of employees; executing established work plans; establishing work schedules and priorities; and recommending promotions, reassignments, and other personnel actions. AREA INFORMATION: The Outer Banks are comprised by several towns including Manteo, Nags Head, Kill Devil Hills, Kitty Hawk, Buxton, and Ocracoke. The area is a beach destination. The beaches, as well as Albemarle and Pamlico sounds, provide exceptional recreational opportunities, such as fishing, surfing, boating, and many other watersports. There are several highly rated elementary, middle, and high schools and numerous extracurricular activities available for children. These towns all have homes for sale or rent and are within reasonable driving distance. The Outer Banks has many modern conveniences, such as grocery stores, retail shopping, banks, a hospital, and many restaurants. Cost of living on the Outer Banks is somewhat expensive as compared to other eastern North Carolina communities.
