Job SummaryThis position is located in the Division of Quality Management at the Fort Yuma Service Unit, in Winterhaven, California. The incumbent will serve as the Chief of Environmental Health and Safety. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).
QualificationsTo qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). Individual Occupational Requirements Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. OR Certification: Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP). Applicants may also qualify for higher grade levels based on their education and/or experience. In addition to the Individual Occupational Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS for the GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Conducting and coordinating safety and compliance training for staff; developing and maintaining resource and information programs related to industrial hygiene, occupational health, loss control, safety, and environmental health; monitoring and reporting occupational health concerns and recommending appropriate personal protective equipment (PPE); directing, coordinating, and evaluating hazard communication programs; conducting surveys to identify ergonomic hazards and workplace risk factors; investigating workplace incidents and conducting safety inspections and assessments to ensure compliance with applicable safety regulations and standards; and developing, implementing, and evaluating emergency management programs, including response planning, drills, exercises, and staff training. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
Major DutiesPlans and implements a comprehensive program for environmental management, safety and occupational health management, emergency management and security management at a 75,000+ square foot Ambulatory Health Center. The area of responsibility includes one ambulatory healthcare clinic. Responsible for planning, implementing, and evaluating and managing a comprehensive environmental health and safety program designed to furnish quality health care to patients and to protect health care providers, research staff, and visitors from harm. Develops and manages a safety management and industrial hygiene program for employees, patients and visitors within the free standing ambulatory Health Clinic. Directs the hazardous materials and wastes management program, and direction and guidance for infectious and other special wastes management.
