Job SummaryOrganizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations. Location is negotiable within the New York Field Office, Fines Penalties and Forfeiture Division in Queens, NY; New York, NY; or Newark, NJ. Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.

QualificationsExperience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting in the coordination and implementation of asset forfeiture activities by applying established policies, procedures, and guidelines to support the objectives of an asset sharing program Utilizing asset management systems to enter, track, and monitor seized asset cases, and applied standard procedures for maintaining accurate records and documentation Compiling and reviewing financial and budgetary documents related to seized asset accounts Working with law enforcement personnel, legal staff, and other stakeholders to gather information, prepare case files, and process packages in accordance with established program requirements Applying established laws, regulations, and guidelines to asset forfeiture cases, identifying routine issues or discrepancies, and recommending solutions or referring complex matters to higher-level specialists for resolution NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Major DutiesIn this position, you will support the Office of Field Operations and ensure compliance with the policies, procedures, guidelines, and strategies to meet the objectives of the Asset Sharing Program (ASP). Apply for this exciting opportunity to strengthen Homeland Security by providing expert technical advice on new concepts, practices and the development of forfeiture problems and projects. This position starts at a salary of $125,431.00 (GS-13, Step 1) to $163,062.00 (GS-13, Step 10). In accordance with CBP Directive No. 1335-018, U.S. Customs and Border Protection Rotation Program and to meet agency needs, this position will be filled on a temporary basis not-to-exceed (NTE) 1 year, with possible extensions for an additional 2 years. You may be returned, at any time, to the permanent assignment. The New York Field Office may utilize flexibility to place within any sub-office/directorate and to place you in the same or similar position with equivalent grade and pay. The return is not subject to the procedures found in 5 C.F.R. §§ 351, 432, 752, and 771. If you are currently at the grade level of the position announced, this action will result in a reassignment, and you may be returned at any time to a same or similar position held prior to this temporary assignment. If you currently hold a grade level higher than the grade being announced, this action will result in a change to lower grade. You may be returned, at any time, to the permanent assignment. The New York Field Office may utilize flexibility to be placed within any sub-office/directorate and to place you in the same or similar position with equivalent grade and pay. Your return will be based on the agency rotational policy. All Selectees will be required to sign an Employee Rotational Agreement as a condition of employment. At management's discretion, you may be permanently placed to this position without further competition. In this Asset Forfeiture Specialist position, you will become a key team member of Homeland Security professionals responsible for directing, implementing, coordinating, and overseeing a major segment of the ASP mission or administrative program. Typical work assignments include: Managing, directing, and coordinating the Asset Sharing Program within the field office by developing local policies, procedures, guidelines, and strategies to meet the ASP objectives and mission Interpreting case law and guidelines on asset forfeiture affecting CBP and the Asset Sharing Program Compiling financial and budgetary documents for the Asset Sharing Program Interpreting existing policy and how it relates to current structural, legal, or procedural realities to ensure the success of the asset forfeiture program Tracking seized assets and inventory, analyzing widespread or critical forfeiture problems, resolving major conflicts in policy and program objectives, and developing and implementing new policies and methods GS Salary: Visit this link to view the locality pay tables by geographic area.
