Job SummaryThe incumbent serves as a Management Analyst (MA) in the Support Services Division. The incumbent plays a key role in managing the successful transition of the implementation plan into operational areas. The incumbent will lead management activity across the business lines within the Regional Office (RO) and will focus on implementing changes to business processes, systems and technology and job roles.

QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/04/2026. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. If you previously held a higher grade, you must also submit any SF-50 showing that grade. MINIMUM QUALIFICATION REQUIREMENTS: You may qualify based on your experience and/or education as described below: GS-12 Grade Level: Specialized Experience GS-12: In addition to the experience required for the GS-11, applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-11 level) in the normal line of progression for the position. Specialized Experience is defined by experience with management and organization principles and practices. This experience must have provided the knowledge of quantitative and qualitative techniques to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations. The applicant must document knowledge of basic federal rules, laws, and regulations. Education GS-12: There is NO educational substitution for the GS-12 level. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary and imposes no special demands. Periodic travel is required. Major DutiesTypical duties include, but are not limited to: Assist and advise management on the effectiveness and efficiency of the Divisions programs and functions Develops, analyzes, evaluates, and improves the effectiveness of work methods and procedures, management controls, information, and documentation systems. Analyzes management techniques, processes, and styles for improving organizational effectiveness. Handles correspondence and is privy to sensitive employee and labor relations issues. Provides advice and prepares memos for management regarding labor management issues, master agreement discrepancies and managements position on such issues. Gathers information, identifying and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations. Provides position management advice and recommendations to agency managers including providing advice on the distribution of workload among positions and organizations. Promotion Potential: The full performance level of this position is GS - 12. Work Schedule: Monday - Friday 8:00 am - 4:30 pm Compressed/Flexible: Available Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval.
