We provide humanitarian assistance in crises, long term development support, and promote initiatives that advance equality and sustainability. DCA works across Africa, Asia, the Middle East and Ukraine, with programmes in 20 countries, contributing to four global goals: Saving Lives, Building Resilient Societies, Combating Extreme Inequality and Creating Engagement. DCA implements mine action programming in CAR, DRC, Ethiopia, Iraq, Mali, Libya, Lebanon, South Sudan, Sudan, Syria, Ukraine and Myanmar. Our holistic/integrated mine action portfolio includes land release activities, arms and ammunition management, risk education, victim assistance and psychosocial support, as well as targeted advocacy, alongside integrated initiatives that strengthen protection, conflict prevention and social cohesion programming. Job/Programme Overview The Global Technical Lead HMA (GTL HMA) is responsible for the maintenance of technical standards and safety, including quality, operational design, and technical and strategic guidance to DCA mine action programmes, with a focus on quality, deliverables and integrated programming. The GTL HMA leads the development and refinement of DCA Quality Management Systems (e.g., tools, procedures, standards, etc.) including use of new digital technologies. The role involves strategic and operational concept development, operational planning and supervision, recruitment, training, impact measurement and performance management. The GTL HMA guides and directs Country Directors and Operations Managers to maintain and improve operational standards and output and ensure compliance with DCA SOPs and IMAS. The GLT HMA will furthermore be responsible to secure specialist knowledge and support from external agencies and stakeholders. The GLT HMA reports to the * Team Leader Humanitarian Response & Mine Action*. Your contribution is appreciated, and your key responsibilities will be to: Oversee all technical activities across HMA programmes. Monitor and quality assure field technical operations. Maintain operational safety systems, including incident reporting and learning integration. Continuously refine QMS and SOPs. Keep DCA’s technical knowledge up to date, especially in IEDD/EOD. Ensure technical staff qualifications are maintained and aligned with programme needs. Plan, organise, or deliver relevant technical training. Advise, support, and endorse recruitment of technically qualified personnel. Advise and support proposal development and donor reporting, including contributions to evaluations. Guide and direct Country Directors and Operations Managers to uphold and improve operational standards and ensure SOP compliance. Maintain professional relationships with national, regional, and international stakeholders (UNMAS, GICHD, etc.) in coordination with the Head of Unit and Team Leader HRMA. Ensure country programmes accurately reflect operational goals and donor commitments. Monitor, analyse, and position DCA for new or emerging mine action opportunities together with the Head of Unit and Team Leader HRMA. Ensure strategy documents and programme deliveries align with DCA HMA global aims and DCA’s overall organisational strategy, including cross cutting themes. Strengthen and support MEAL systems for HMA programming. Lead progress monitoring and global output tracking across HMA programmes. Strengthening & ensure and support integrated and holistic programming - How HMA can be more effectively integrated with protection, conflict prevention, and cash-based interventions to support affected communities in a holistic manner. Strengthening localization where feasible and support local ownership and capacity Your Profile As a person we expect that you resonate with our purpose, and we imagine you have: Extensive field and/or headquarters-based experience in Mine Action programmes in two or more countries at strategic and management levels. Explosive Ordnance Disposal (EOD) and/or Improvised Explosive Device Disposal (IEDD) qualifications or International Mine Action Standard (IMAS) equivalent (EOD/IEDD 3+), with certificates Knowledge and experience of EOD, IED and EO clearance methodologies Instructor or mentor qualifications a plus; experience training and mentoring national staff Flexibility and cultural awareness and sensitivity Excellent written communication skills Fluency in written and spoken English is essential.
